Position overview

Our client is seeking a detail-oriented Procurement Analyst to support public-sector procurement and contract administration, with a strong focus on analyzing amendments to consultant and A&E contracts, staffing changes, labor rate schedules, and cost proposals. Some proposals may approach $1 million, and the supporting calculations must be complete, traceable, and ready for review.

This role combines public procurement knowledge with careful numerical analysis. You will compare proposed costs with executed agreements and approved amendments, identify missing or inconsistent support, and explain your findings clearly. You will support procurement decisions and maintain an audit-ready record; approval to pay or amend a contract remains with the authorized client decision-maker.

What you will do

  • Review consultant and A&E cost proposals, staffing changes, contract amendments, cooperative agreements, and time extensions as assigned.
  • Reconcile proposed labor categories and personnel, hours, rates, effective dates, and extended costs against the executed agreement, approved amendments, and controlling rate sheet.
  • Check the full set of applicable rates and calculations. Identify unauthorized classifications or personnel, duplicate charges, incorrect periods or extensions, unsupported adjustments, and other discrepancies.
  • Prepare clear, reproducible Excel analyses with formulas, source references, control totals, and exception flags. Organize findings by labor category, person, or period as appropriate. Specific Excel functions, macros, and software brands are not client mandates.
  • Review the contract scope, term, available funds, required approvals, and applicable indirect costs or markups. Do not assume a rate, escalation, or markup is allowable without support in the governing agreement.
  • Maintain original source data, identify the applicable rate-sheet version and effective date, document exceptions and their resolution, and keep the procurement file complete and easy for another reviewer to reproduce.
  • Summarize numerical findings for nontechnical managers, ask focused questions to obtain missing support, follow up on open items, and promptly elevate material issues or questions about authority.
  • Support competitive solicitations and related procurement documentation, including analysis, report sections, and other assignments as needed. Draft and review documents for accuracy, clear writing, grammar, spelling, and punctuation.
  • Manage assigned deadlines and provide dependable follow-through while seeking guidance when requirements or delegated authority are unclear.

Required qualifications

  • Relevant experience in public agency procurement, contract administration, purchasing, procurement analysis, or closely related public-sector work. Associate-level candidates with about 1–3 years of experience are encouraged; five years is not required. Relevant experience and demonstrated ability will be considered together.
  • Public-sector or government procurement experience is required. Candidates should understand how a public entity documents and supports procurement decisions.
  • Strong numerical and analytical skills, including the ability to compare pricing, check calculations, organize evidence, and identify missing or inconsistent information.
  • Working proficiency with Microsoft Excel and the ability to prepare accurate professional documents and spreadsheets. No specific Excel function, macro, or software brand is required.
  • Attention to detail, sound judgment, clear written and verbal communication, and the ability to manage multiple deadlines and raise issues appropriately.
  • Ability to maintain electronic procurement records, learn client’s systems, and work reliably at the assigned on-site location.
No degree, certification, or professional license is required for the scope of this role.

Preferred qualifications

  • Experience with a California public agency, transit organization, or another regulated procurement environment.
  • Exposure to A&E, capital-project, transportation, planning, public-works, or federally funded procurements; consultant labor-rate schedules or cost-proposal reviews are especially relevant.
  • Experience preparing Board agenda materials or reports, supporting best-and-final-offer activities, or assisting with procurement audits.
  • Experience using OpenGov or a similar public procurement system.
  • Relevant procurement training or a credential such as CPPB, CPPO, or CPSM. Training and credentials are preferred, not required.
