The Principal Estimator provides advanced estimating, project controls, cost management, scheduling, and financial analysis support for Savannah River Nuclear Solutions (SRNS) NNSA Capital Projects. This position is responsible for developing, implementing, maintaining, and overseeing project controls and estimating applications that provide management with effective planning, scheduling, financial analysis, cost control, and forecasting throughout the life cycle of complex projects and programs.

Working under limited supervision, the Principal Estimator applies advanced project controls and estimating concepts to engineering and construction projects. The position analyzes cost and schedule performance, develops estimates and financial plans, identifies variances and risks, and provides recommendations to management. The Principal Estimator also provides technical leadership and guidance to other Project Controls personnel.

Qualifications

  • Master's degree in Business, Construction Management, a technical discipline, Engineering, or a related field with5 years of practical experience;or
  • Bachelor's degree in Business, Construction Management, a technical discipline, Engineering, or a related field with7 years of practical experience;or
  • Associate's degree with11 years of practical experience;or
  • High school diploma with15 years of relevant experience.
  • Minimum of10 years of experience in one or more of the following areas:
    • Engineering
    • Construction
    • Operations
    • Estimating
    • Scheduling
    • Project Controls
    • Proposal Development
    • Project Management
  • At least5 years of experience demonstrating knowledge and expertise in the applicable subject matter area.
  • Comprehensive knowledge and understanding ofproject management, cost control, and schedule control at the tactical level.
  • Knowledge of operations, maintenance, project startup, and construction activities.
  • Experience developing and managing cost and schedule baselines, milestone schedules, WBS structures, budgets, forecasts, and spend plans.
  • Experience performing cost and schedule variance analysis and developing mitigation recommendations.
  • Experience with project controls, estimating, scheduling, financial analysis, or cost management systems.
  • Practical experience usingSite Business systems.
  • Expert proficiency with automated accounting, cost management, scheduling, estimating, and project controls systems.
  • Strong personal computer and analytical skills.
  • Strong problem-solving, analytical, interpersonal, organizational, and communication skills.
  • Strong written and verbal communication skills with the ability to communicate complex financial, estimating, and project controls information to technical and non-technical audiences.
  • Ability to review work for completeness and compliance with project specifications, scope definitions, and applicable requirements.
  • Ability to work independently under limited supervision and exercise sound judgment when resolving complex project controls and estimating issues.
  • Ability to provide technical leadership, direction, training, and guidance to other Project Controls personnel.
  • Must be able toobtain and maintain a DOE "Q" security clearance. An active DOE clearance is not initially required to perform assigned duties. The selected candidate will be notified when clearance processing is required based on specific work assignments.
