Role purpose
The PIA & Streetworks Manager role is critical in managing our BT Openreach contract relationship, ensuring full compliance with PIA regulations and Streetworks governance to safeguard access to third-party infrastructure and enable future network expansion while mitigating regulatory risks.
Core responsibilities
- To lead and encourage the PIA & Streetworks team to be proactive and ensuring to Safeguard and maintain business-to-business relationships with other infrastructure licence owners and to support, manage and maintain our relationships and Ensure all build and customer connection activities comply with BTOR’s PIA framework, managing PIA submissions, approvals, and compliance audits.
- To manage cost recoveries and financial compliance by overseeing permit fees, fines & defect charges, ensuring accurate tracking, challenging unnecessary costs, recovering where applicable expenses to maintain budget efficiency.
- Develop and maintain strong relationships with Local Authorities, ensuring compliance with permit schemes, all relevant Section restrictions and Traffic Management Act requirements.
- Oversee agreements with BTOR and third-party contractors, ensuring service levels, cost control, and performance metrics are met.
- Act as a point of escalation (SME) for build teams regarding PIA and Streetworks matters, troubleshooting and resolving issues efficiently.
- Monitor industry regulations and best practices, providing regular updates and reports on compliance, risks, and opportunities.
- Manage and develop the PIA & Streetworks team, providing training and guidance on regulatory processes and operational best practices.
- Identify and implement process enhancements to streamline PIA, Streetworks, build assurance, build, and customer connection workflows, ensuring efficiency and adherence to regulations.
- Implementing all Wildanet people and safety policies and procedures within their area of responsibility.

- 100% adherence to BTOR PIA & Streetworks regulation requirements.
- Reduction in fines and penalties through compliance.
- Timely submission and approval of Local Authority permits.
- Efficient escalation handling, minimising build and customer connection delays.
- Continuous improvement in permit, A55 notice, NOI, and Whereabouts submissions.
- PIA & Streetworks team consistently meets SLAs and performance targets.
- Detailed and accurate PIA reporting.
- Accurate and timely PIA consumption forecasting.
- Data integrity of PIA Dynamics records.
- Compliant leadership in PIA licence objectives.
- Accurate build complete deployment records ensuring compliance.
- On-time delivery of PIA projects within NOI timescales.
- Maintain Path to Collaboration status as a trusted network licensee.
- Cost reduction initiatives via SPO Network Adjustments/Tungsten.
- Effective management of the PIA Coordination team.
- Meeting PIA Licence Quality thresholds (Whereabouts, Network Adjustments, Build Complete).
- Ensuring Whereabouts compliance at the required licence threshold.
- Timely NOI completion to support project delivery.
Qualifications
- NRSWA (New Roads and Street Works Act) Supervisor or Operative accreditation.
- Understanding of CDM (Construction Design and Management) Regulations 2015 and their application in telecoms infrastructure.
- Compliance with UK planning, environmental, and safety laws applicable to PIA and streetworks.
- Additional qualifications in project management (e.g., PRINCE2, PMP) (desirable).
- Health and Safety certifications (e.g., IOSH, NEBOSH) (desirable).
- Accreditation in Street Manager or other permitting systems.
- Change Management Practitioner (desirable).
- Project Management Practitioner (Prince 2, Agile, Scrum etc.) (desirable).
- IOSH/NEBOSH/NCRQ foundation qualifications (desirable).
- NRSWA (New Roads and Street Works Act) Supervisor or Operative accreditation (desirable).
- Understanding of CDM (Construction Design and Management) Regulations 2015 and their application in telecoms infrastructure (desirable).
- Compliance with UK planning, environmental, and safety laws applicable to PIA and streetworks (desirable).
- CMI Level 3 – Principles of Management and Leadership (or similar) (desirable).
Experience
- Minimum 2 years’ experience managing PIA infrastructure, Streetworks compliance, and governance.
- Proven track record in UK Streetworks legislation and telecoms infrastructure assurance.
- Experience liaising with local authorities, obtaining permits, and ensuring noticing compliance.
- Ability to identify and resolve project challenges in time-critical environments.
- Coaching for improvement and maintaining quality standards.
- Proficiency in network design software and GIS systems.
- Expert knowledge of Openreach processes, procedures, and accreditation requirements.
- Strong IT skills, particularly in Excel and Microsoft 365.
- Experience managing external contractors (NEC3).
- Line management experience with small to medium-sized teams.
- Strong IT literacy with significant experience in a tech-driven role.
- Cross-department collaboration, managing multiple stakeholders.
- Ability to read and interpret complex technical documents and processes.
- Experience in PIA operations within an Alt-Net environment.
- Expertise in data integrity and validation within a digital CRM system.
- Previous experience with Openreach PIA compliance and auditing (desirable).
- Background in managing subcontractors and ensuring third-party compliance with governance and assurance frameworks (desirable).
Skills & Knowledge
- Strong communication skills to engage with internal stakeholders, contractors, and regulatory bodies.
- Ability to ensure compliance with UK regulations, including audits and assurance processes.
- Excellent organisational and problem-solving skills for managing complex streetworks and PIA challenges.
- Negotiation skills for securing agreements with highways authorities and third-party providers (desirable).
- Ability to manage multiple permitting and compliance workflows simultaneously (desirable).
- In-depth knowledge of Openreach PIA (Physical Infrastructure Access) regulations and compliance requirements.
- Extensive experience in PIA administration.
- Awareness of FTTP network infrastructure build programs.
- In-Depth understanding of UK Streetworks legislation, including the New Roads and Street Works Act (NRSWA) and Traffic Management Act (TMA).
- Familiarity with governance and assurance processes related to streetworks, including permit schemes, noticing, and coordination with local authorities.
- Contract management.
- Experience with GIS mapping software (desirable).
- Knowledge of the role of Ofcom in telecoms governance and regulatory compliance (desirable).
Circumstances
- Based in the Liskeard office, with travel to other locations as required. Ability to manage regulatory deadlines under high-pressure environments.
- Flexibility for occasional site inspections and audit compliance checks.
- Willingness to attend industry training and regulatory compliance workshops (desirable).
- Experience in handling emergency permitting and rapid response compliance situations (desirable).
