Essential Responsibilities:

• Ensure all facilities are operated and maintained according to established standards and procedures.
• Develop and update standards and procedures as business and customer needs evolve.
• Help monitor and maintain facility systems, such as electrical, plumbing, and HVAC (Heating, Ventilation, and Air Conditioning).
• Ensure buildings are presentable, clean, safe, and suitable for occupants and visitors.
• Track, forecast, and prepare budgets for facility operations.
• Purchase supplies, issue purchase orders, and approve and reconcile invoices.
• Support special projects and strategic initiatives within the portfolio.
• Report all matters related to sites, risks, projects, budgets, and details to the Onsite Facilities Manager.

Minimum Qualifications:

• 1+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Responsibilities

Operational Facilities management

• Maintain and upkeep the premise to the optimal level which includes the engineering and soft services aspect

• Full ownership of onsite deliverables including costs and staffing.

• Manages minor projects and moves partnering with the wider global CRES functions

Stakeholders’ management

• Being a functional partner liaison with the Business Unit Leadership Team in each location

• Communicate regularly and timely with Facilities Operations Team

Vendor service management

• Manage vendor relationships and service agreements

• Day-to-day interaction with property owners or property management team

• Manage facility maintenance and operations, and coordinate contractors who provide maintenance services and repairs, furniture moves, simple projects, painting, cleaning, light construction, and/or exterior cleanup.

• Manage the outsourced vendor Facilities team including onsite janitorial crew.

Compliance, Reporting and Documentation:

• Maintain documentation on building and greater facilities such as power diagrams, network diagrams, space usage, etc.

• Recognize, support and implement company policies and goals, objectives and procedures from a local perspective.

• Conduct regular site inspections of the facilities to ensure they are being pro-actively managed and maintained to PayPal standards.

• Manage the facilities to ensure compliance with corporate, city and industry guidelines and regulations.

• Prepare annual operating expense budgets, plan, manage and track/monitor facility operations actual costs against budget and partner with the Real Estate and Facilities Finance team to review monthly spend and issue forecasts.

• Manage and issue monthly and quarterly metric reports against key facility operating metrics utilizing the internal tool.

Qualifications:

• Bachelor’s degree in Engineering/ Science OR Any equivalent combination of education and experience.

• At least 2 to 5 years of experience in Facilities Management

• Proficient with both Chinese and English language

• Experience of working within a Facilities Management environment with responsibility for Hard & Soft Services and Standards, SLAs & KPIs.

• Experience with Work Order systems.

• An understanding of commercial contracts and experience of managing agreed Service Levels within budget

• Excellent people skills with the ability to communicate professionally at all levels and across different regions

• The ability to manage a very busy workload efficiently and to priorities key tasks

• A good level of computer literacy and knowledge of key packages to produce reports etc. MS Word, Excel, PowerPoint, Project

• Ability to manage small fit out projects and participate in overseeing major projects work.

• A good knowledge of Building Services, Mechanical, Electrical, HVAC

• Good financial experience, planning, managing and controlling cost

• A go-getter and passionate about creating a cohesive and collaborative environment

• Preference with focus on Facilities Management or training under accredited Facilities Management bodies
