PURPOSE OF CONSULTANCY

Background
The primary objective of the Department of Health Systems and Services is to strengthen health systems based on Primary Health Care, support the transformation of national health systems to improve equity and resilience, strengthen Primary Health Care (PHC), and address the relevant issues related to human resources as health systems move towards the achievement of Universal Health. Its work encompasses the following areas: integrated services delivery, strengthening of health systems governance and stewardship; developing efficient and equitable financial mechanisms to ensure adequate public funding of the health system; health workforce, life course, women’s and children’s health; and the Virtual Campus of Public Health.
Unit Background
The Life Course Unit, Women’s and Children’s Health, within the Department of Health Systems and Services (HSS), leads technical cooperation to strengthen countries’ capacities to address health comprehensively across the life course. Its work focuses on implementing multidimensional, evidence-based strategies that respond to population needs while considering the demographic, epidemiological, and social changes that influence health trajectories.
The Unit coordinates and develops programs on maternal health; health during the first 20 years of life; sensory and oral health; sexual and reproductive health; and healthy aging, promoting their integration within health systems and services, particularly at the primary health care level. It also promotes public policies, plans, programs, and intersectoral interventions with a life course, equity, gender, and human rights approach, to strengthen comprehensive, people-centered, and culturally appropriate care.
In addition, it fosters the generation and strategic use of information and evidence — including maternal and perinatal health surveillance — continuous education for health personnel, the promotion of good practices, and the establishment of multisectoral partnerships, contributing to the elimination of barriers to access and coverage, especially among populations in situations of vulnerability.
The objective of the Unit is to promote, strengthen, and improve countries’ capacities to design and implement comprehensive policies, strategies, and interventions based on the life course approach, ensuring universal access to quality health services in the areas of maternal health, health in the first 20 years of life, sensory and oral health, sexual and reproductive health, and healthy aging, thereby contributing to healthy life trajectories, the reduction of inequities, and the well-being of all people, leaving no one behind.
