Senior Statistician / Operations Research Analyst (FTS Workforce & Resource Analytics)

We are seeking aSenior Statistician / Operations Research Analyst (FTS Workforce & Resource Analytics)to work on the Ohio Army National Guard (OHARNG) Human Resource Office (HRO) Data Analytics and Statistical Services. This project will provide Human Resource Management System (HRMS) support to the OHARNG HRO in Columbus, Ohio. This is a full-time, onsite position based at the Maj. Gen. Robert S. Beightler Armory, 2825 W. Dublin Granville Road, Columbus, Ohio 43235. Telework is not guaranteed and may be permitted only with prior Government approval based on mission needs or facility closures. Normal working hours are 7:30 AM to 4:30 PM Eastern Time, Monday through Friday, excluding federal holidays and authorized Government closures.

So, what will the Senior Statistician / Operations Research Analyst at Terrestris do?

The Senior Data Scientist / Statistical Analyst will be a key personnel position for the OHARNG HRO Data Analytics and Statistical Services contract, providing Human Resource Management System (HRMS) support. This position is contingent upon contract award.

What does a typical day look like for a Senior Statistician / Operations Research Analyst?

You will:

• Analyze commitment, obligation, and disbursement data to recommend funding priorities and fiscal execution improvements.
• Develop HRO dashboards tracking workforce efficiency, task completion timelines, and key performance indicators.
• Build predictive and optimization models forecasting personnel strength, accessions, retention, promotions, and attrition.
• Validate statistical models through hypothesis testing, documenting findings and reducing standard error to 5% or lower.
• Maintain interactive talent management dashboards displaying personnel assignments, career progression, and workforce distribution.
• Prepare analytical reports and leadership briefings recommending solutions to staffing and resource allocation challenges.
• Summarize monthly NGB HRO briefings, highlighting policy and funding decisions affecting Ohio National Guard personnel.

What qualifications do you look for?

You might be the professional we’re looking for if you have:

• Ability to obtain a favorable Tier I (T1)/National Agency Check with Inquiry (NACI) investigation and level of security is required.
• Authorization to permanently work in the United States without sponsorship.
• 15 years minimum:
  • Advanced expertise in financial and statistical analysis across AGR, MILTECH, and FTS personnel categories. Demonstrated proficiency in predictive modeling, trend analysis, lifecycle forecasting, queueing theory, optimization modeling, and workforce behavior modeling. Advanced proficiency in Microsoft Excel, including VBA/Macros and complex multi-variable formula design.
  • Comprehensive knowledge of federal statutory and regulatory frameworks (NDAA, Title 10, Title 32, DoD Instructions, and ARNG/NGB/ANG policy directives). Proven track record in federal budget execution, MDEP analysis, AAA audit readiness, high-risk program compliance, and execution of the Planning, Programming, Budgeting, and Execution (PPBE) process within ARNG/ANG environments.
  • Expert-level SQL data extraction, syntax language (Python or C++), database architecture, data governance, and automated dashboard/reporting development for senior leadership and HRO metric tracking. Hands-on operational experience with National Guard enterprise systems, including GFEBS, PBAS, RM Online, Data Warehouse, FTSMCS, DPRO, IPPS-A, RCMS-G, and SELRES
  • Extensive experience reviewing, validating, and recommending modifications to organizational allowance standards. Proven capability in ARNG/ANG operational and contingency resourcing planning, personnel readiness, strength management, lifecycle sustainability, control grade analysis/resourcing, and recruiting/marketing ROI forecasting.
  • Proven ability to independently execute mission-critical analyses, lead process improvement initiatives, resolve escalations, and synchronize cross-functional efforts among State Staffs, Joint Force Headquarters, HROs, and Directorates.
