Only Local to SC-Enterprise Program Manager

Key Responsibilities

• Oversee infrastructure, business applications, and helpdesk services delivered by internal IT staff and managed service providers.
• Manage vendor relationships, service-level agreements (SLAs), service quality, and performance accountability.
• Serve as the primary IT operations liaison to statewide shared-services providers.
• Participate in the agency’s Information Security Team and support incident response, vulnerability management, risk assessments, and remediation activities.
• Support access control reviews, security audits, compliance initiatives, and IT policy enforcement.
• Oversee enterprise system integrations involving the State’s SAP environment, financial institutions, and third-party systems.
• Monitor IT contracts and renewals and assist with procurement, budget tracking, and vendor coordination.
• Support annual audits, reporting requirements, and long-term technology planning.
• Supervise, mentor, and develop IT staff while contributing to IT Division leadership and decision-making.
• Coordinate IT projects, operational priorities, and service improvements to meet business objectives.
• Participate in an on-call rotation for occasional after-hours and weekend support.
• Assist with system maintenance, incident resolution, and critical operational deadlines as required.

Required Qualifications and Skills

1. At least6 years of progressive IT experience managing complex information technology functions.
2. At least3 years of full-time supervisory experience in an IT environment.
3. Experience managing managed service providers or outsourced IT vendors, including SLA monitoring and performance management.
4. Leadership experience in cybersecurity operations, including incident response, vulnerability management, and risk assessment.
5. Working knowledge of:
   • Active Directory
   • Microsoft Entra ID
   • Microsoft Intune

Preferred Qualifications

• Experience in state government, financial services, or other regulated environments.
• Knowledge of IT audits, compliance requirements, and risk management.
• Experience working with statewide shared-services models.
• Project management and enterprise program leadership experience.
• Experience with SAP integrations, financial institution interfaces, and secure file transfers.
• Experience with IT procurement, contract administration, vendor management, and budget monitoring.
