Clinical Supervisor - Outpatient Services
Position Overview
The Outpatient Program provides comprehensive behavioral health services to individuals living with serious mental illness who require ongoing therapeutic support in a community-based, non-hospital setting. The Clinical Supervisor plays a critical leadership role in ensuring high-quality clinical care, staff development, regulatory compliance, and positive client outcomes.
Reporting directly to the Outpatient Director, the Clinical Supervisor provides administrative and clinical supervision to outpatient staff, promotes continuity of care, and supports program operations through leadership, mentorship, and quality assurance activities.
Essential Duties and Responsibilities
Clinical Leadership & Supervision
- Provide administrative and clinical supervision to assigned outpatient staff.
- Deliver initial and ongoing training, coaching, and professional development for clinical personnel.
- Conduct and document individual and group supervision in accordance with state, county, and agency requirements.
- Facilitate clinical team meetings and case consultations as directed.
- Foster a collaborative treatment environment and ensure continuity of care across services.
Client Care & Treatment
- Maintain a limited clinical caseload as needed.
- Provide individual therapy services and complete all required clinical documentation.
- Offer crisis intervention and support during behavioral health emergencies.
- Assist with treatment planning, aftercare recommendations, and coordination of services.
- Collaborate with multidisciplinary treatment teams to ensure comprehensive care for clients.
Quality Assurance & Compliance
- Monitor clinical service delivery to ensure quality, timeliness, and compliance with all pay-for-performance measures.
- Conduct regular audits of client records to ensure documentation meets licensing, accreditation, and funding requirements.
- Participate in utilization review meetings and quality improvement initiatives.
- Ensure all documentation is completed accurately and in accordance with city, state, county, and program regulations.
Program & Community Relations
- Support positive relationships with referral sources and community partners.
- Address concerns and service-related issues in a professional and timely manner.
- Assist with the administration and review of client and family satisfaction surveys.
- Collaborate with internal departments, including Case Management, CIRC, and other treatment programs, to support client success.
Additional Responsibilities
- Promote a safe environment for clients, staff, and visitors.
- Perform additional duties as assigned by the Outpatient Director.
Qualifications
Required
- Master's Degree in Social Work, Counseling, Psychology, or another behavioral health-related field.
- Demonstrated psychiatric and behavioral health experience, including group therapy.
- Valid driver's license.
- Ability to successfully obtain and maintain all required background clearances.
Preferred
- Pennsylvania clinical licensure (LCSW, LPC, LMFT, or equivalent).
- Previous supervisory or leadership experience in a behavioral health setting.
- Experience working with individuals with serious mental illness.

Clearance Requirements
Employment is contingent upon successful completion of:

Supervisory Responsibility
Yes β This position provides clinical and administrative supervision to outpatient staff.
Work Environment
This position is based at the Outpatient Department located at1400 Reed Street and involves frequent interaction with clients, families, clinical staff, and community partners.
Schedule
Full-Time Monday through Friday8:30 a.m. β 5:00 p.m.
Physical Requirements
The employee must be able to:
- Frequently climb stairs.
- Sit and stand for extended periods.
- Bend, kneel, reach, and lift materials as needed.
- Safely respond to behavioral health emergencies, including participation in approved crisis intervention and passive restraint procedures when necessary.
