Job Description:
Parsons is looking for an amazingly talentedSenior Commercial Manager to join our team! In this role you will get to support the FIDIC Engineer in administering commercial and contractual matters in accordance with the applicable FIDIC Design and Build contracts.
What You'll Be Doing:
- Contract and Commercial Administration
- Support the FIDIC Engineer in the administration and management of infrastructure contracts in accordance with the applicable FIDIC Conditions of Contract.
- Interpret and apply contractual requirements relating to measurement, valuation, payment, variations, extensions of time, claims, notices, and commercial correspondence.
- Maintain a detailed understanding of contract obligations, entitlements, risks, and commercial procedures.
- Review Contractor submissions and assess compliance with contractual and procedural requirements.
- Prepare and maintain commercial records, registers, trackers, and supporting documentation.
- Ensure that all commercial decisions and recommendations are properly documented, supported by evidence, and aligned with the Contract and Client requirements.
- Provide guidance to project teams on contractual and commercial matters.
Measurement and Valuation
- Review and verify Contractor measurements, quantities, applications for payment, and supporting records.
- Undertake independent measurement and valuation of completed works, materials on site, approved changes, provisional sums, and other contractual entitlements.
- Assess the value of works executed against the approved scope, drawings, specifications, Bills of Quantities, and contract rates.
- Ensure that valuation methodologies are consistently applied across the portfolio of contracts.
- Identify discrepancies, omissions, duplicate claims, unsupported quantities, and potential overpayments.
- Support the preparation of interim and final account assessments.
Payment Certification
- Review Contractor applications for interim payment and provide recommendations to the FIDIC Engineer.
- Verify progress, quantities, approved variations, retention, advance payment recovery, liquidated damages, deductions, and other applicable adjustments.
- Prepare payment assessment documentation and supporting commercial evaluations.
- Assist with the timely issuance of payment certificates in accordance with the Contract.
- Coordinate with Project Controls, Finance, and relevant technical disciplines to validate progress and payment information.
- Monitor payment status and identify potential commercial and cash-flow risks.
Change and Variation Management
- Administer the change control process in accordance with contractual requirements and project procedures.
- Review and evaluate Contractor notices, quotations, proposals, and claims relating to changes and variations.
- Prepare independent cost estimates and assess the financial impact of proposed changes.
- Evaluate changes based on scope, drawings, specifications, rates, resources, quantities, time implications, and applicable contractual provisions.
- Maintain variation and change registers, including status, value, approval authority, and potential cost exposure.
- Ensure that changes are properly instructed, evaluated, approved, recorded, and incorporated into the contract value.
- Support the FIDIC Engineer in resolving commercial issues and negotiating fair and reasonable outcomes.
Claims and Dispute Support
- Assist with the review and assessment of Contractor claims, including claims relating to variations, delay, disruption, extensions of time, loss and expense, and other contractual entitlements.
- Review contractual notices, contemporary records, substantiation, cause-and-effect analyses, and quantum assessments.
- Prepare commercial position papers, evaluation reports, and recommendations for the FIDIC Engineer and Client.
- Support the management and resolution of potential disputes in accordance with the Contract.
- Maintain accurate records of commercial issues, claims, potential claims, and associated risks.
- Provide information and documentation required for formal dispute resolution, audits, or expert review.
Commercial Reporting and Cost Management
- Prepare regular commercial reports covering contract value, commitments, forecasts, changes, payments, claims, risks, and final cost projections.
- Monitor actual and forecast expenditure against approved budgets and contract values.
- Identify cost trends, emerging risks, potential savings, and areas requiring management attention.
- Provide accurate commercial data for project dashboards, management reports, and Client briefings.
- Support the development and maintenance of cost plans, cash-flow forecasts, earned value information, and financial risk assessments.
- Contribute to portfolio-wide commercial controls, benchmarking, and lessons learned.
- Ensure that commercial information is current, accurate, traceable, and suitable for management decision-making.
Governance, Compliance, and Assurance
- Ensure compliance with FIDIC requirements, Client procedures, delegated authorities, project governance, and internal commercial controls.
- Maintain complete and auditable records of measurements, valuations, certificates, approvals, correspondence, and commercial decisions.
- Support internal and external audits and respond to audit findings as required.
- Promote the consistent application of commercial procedures across all assigned contracts.
- Identify opportunities to improve commercial processes, reporting, and risk management.
- Uphold the highest standards of professional conduct, integrity, confidentiality, and impartiality.
What Required Skills You'll Bring:
- Bachelor’s degree in Quantity Surveying, Commercial Management, Engineering, Construction Management, or a related discipline.
- Minimum of 15 years of relevant experience in quantity surveying and commercial management on major construction, civil engineering, or infrastructure projects.
- Demonstrable experience working under FIDIC Conditions of Contract.
- Previous experience supporting or working within a FIDIC Engineer, Engineer’s Representative, Employer’s Representative, or Client-side organization is highly advantageous.
- Experience in measurement, valuation, interim payment assessment, variations, claims, final accounts, and commercial reporting.
- Experience working in the Middle East, preferably Saudi Arabia, with knowledge of local construction practices, procedures, and regulatory requirements.
- Professional membershi preferred.
- Strong written and spoken English.
- Arabic language skills are an advantage.
- Sound understanding of construction methods, contract pricing, Bills of Quantities, specifications, drawings, and project controls.
- Knowledge of contract administration, commercial risk management, and cost forecasting.
