Hours: 37.5 hours per week
Reports to: Director, Community Services

The City of Kawartha Lakes is looking for an experienced and collaborative leader to join our Community Services team asManager, Facility Operations & Maintenance Services.

Our municipal facilities are more than just buildings. They are places where residents connect, participate in programs, stay active and access important community services. Keeping these spaces safe, welcoming and operating efficiently is essential to the services we provide every day.

In this role, you will provide leadership and direction for the operations, maintenance and long-term management of municipal facilities. From recreation centres and aquatic facilities to civic buildings and community spaces, you will help ensure our facilities continue to meet the needs of residents, employees and the community.

What You'll Do

As Manager, Facility Operations & Maintenance Services, you will:

  • Lead facility operations and maintenance: Provide leadership and oversight for the safe, effective and reliable operation of municipal facilities, building systems and maintenance services.
  • Plan for the future: Develop long-term facility management strategies, preventative maintenance programs and lifecycle plans that support infrastructure renewal and responsible asset management.
  • Drive operational improvements: Monitor facility performance, identify opportunities to improve service delivery and implement solutions that enhance efficiency, reliability and customer service.
  • Champion safe and sustainable facilities: Ensure compliance with applicable legislation, building codes, accessibility requirements and health and safety standards while supporting energy efficiency, sustainability and climate resilience initiatives.
  • Lead and develop teams: Build a positive, accountable and collaborative work environment through effective supervision, coaching, performance management and employee development.
  • Manage resources responsibly: Develop and monitor budgets, oversee procurement and contracts, and make recommendations that support effective operations and long-term financial sustainability.
  • Build strong partnerships: Work collaboratively with municipal departments, community organizations, facility user groups, contractors and other stakeholders to support facility operations and address service needs.
  • Support informed decisions: Analyze operational information, identify emerging risks and trends, and provide recommendations to senior leadership to support planning and continuous improvement.
  • Deliver quality public services: Respond to operational challenges, customer service concerns and emerging facility needs while ensuring municipal spaces remain safe, accessible and welcoming.
  • Support effective employee relations: Lead recruitment, onboarding and performance management activities, administer Collective Agreements in collaboration with People Services and fulfill supervisory responsibilities under the Occupational Health and Safety Act.

What You Bring

We are looking for an experienced leader who combines strong facility management knowledge with practical problem-solving skills and a commitment to people and service excellence.

You will bring:

  • A post-secondary degree in Facilities Management, Construction Management, Building Sciences, Public Administration, Business Administration or a related field.
  • A minimum of seven (7) years of progressive experience in facility operations, maintenance management or a related field, preferably in a municipal environment.
  • Demonstrated experience managing facility operations, building systems, preventative maintenance programs, asset management and infrastructure renewal.
  • Knowledge of applicable legislation, regulations and standards related to building operations, accessibility, health and safety, risk management and public facilities.
  • Strong leadership and people management skills, with experience building effective teams, managing performance and supporting employee development.
  • Experience with financial planning, budget management, procurement, and contract administration.
  • The ability to develop long-term maintenance strategies while responding effectively to changing operational priorities.
  • Strong analytical, organizational and problem-solving skills, with the ability to assess risks, identify opportunities and make sound operational decisions.
  • Excellent communication and relationship-building skills, with the ability to work collaboratively with employees, community organizations, user groups, contractors and other stakeholders.
  • Proficiency with Microsoft Office and related business and facility management technologies.
  • A valid Ontario Class G Driver's Licence or the ability to regularly travel to work-related locations throughout the municipality and Ontario.

Professional designations such asFacility Management Professional (FMP), Certified Facility Manager (CFM), Building Operator Certification (BOC) or Asset Management Professional (AMP) are considered assets.

As a condition of employment, an acceptable Criminal Record Check will be required.

Additional Information

This position is based in Lindsay, Ontario, with a combination of office-based work and travel to municipal facilities throughout Kawartha Lakes.

The role involves regular interaction with staff, elected officials, residents, community organizations, facility user groups and external partners. Work may include visits to recreation facilities, aquatic centres, wellness spaces and other municipal service locations.

Occasional attendance at meetings, conferences or departmental emergency situations outside regular business hours may be required.
