What You’ll Do
The Manager of Community and State Initiatives expands CVN’s capacity to sustain and strengthen assigned clinic markets through coordinated community relations and state and local government engagement. The Manager develops deep knowledge of assigned clinics, partners, funding environments, and government and community stakeholders; supports state funding and sustainment opportunities; and helps clinics build trusted relationships that generate quality in-referrals and strengthens access to care. Reporting to the Chief of Staff, as well as working closely with the leaders of CVN’s State Initiatives and Community Relations, the Manager executes a defined portfolio of priorities while ensuring that local activity remains aligned with network strategy. Specifically, you will:
Community Relations Responsibilities
- Maintain strong relationships with Clinic Directors, clinic teams, clinic community stakeholders, and referral partners through regular engagement, clinic visits, and responsive portfolio support within assigned markets.
- Develop, implement, and assess clinic Community Relations/EOC Attainment Action Plans and statewide telehealth plans within assigned markets in coordination with the Network Communications & Marketing team.
- Help clinics improve in-referral strategies, expand stakeholder and newsletter distribution lists, and establish themselves as trusted community resources.
- Work with clinic teams and Clinic Communicators to maintain stakeholder information and develop practical action plans for engaging key contacts.
- Analyze local market, military, veteran, and demographic data to focus outreach, stakeholder engagement, and targeted campaigns.
- Support Clinic Advisory Panels and other community relations initiatives within assigned markets.
- Train and coach clinic leaders and staff on community relations tools, stakeholder management, referral development, military culture, and relevant best practices.
- Contribute to Network community relations resources, campaigns, office hours, toolkits, and national partner initiatives as assigned.
State Initiatives Responsibilities
- Support legislative, appropriations, public grants, and other government sustainment campaigns within assigned markets.
- Monitor legislative, budget, policy, and public funding developments affecting assigned clinics and communicate relevant trends, risks, and opportunities.
- Develop and maintain relationships with elected officials, public agencies, veterans’ affairs leaders, funders, and other government stakeholders.
- Coordinate with clinic leadership and clinic government relations teams to identify, develop, and execute state and local government funding opportunities.
- Maintain clinic sustainment dashboards, funding targets, action plans, and progress updates in coordination with internal colleagues and clinic partners.
- Support public grant development, submission, administration, benchmark tracking, reporting, and compliance in partnership with clinic staff, Finance, and other CVN teams.
- Represent CVN in government meetings, clinic visits, and relevant state, local, and regional forums.
- Support clinic expansion and other strategic initiatives involving state or local government and contribute to federal initiatives in assigned markets as requested.

Requirements
- Minimum five years of progressively responsible experience in community relations, government relations, public affairs, public funding, nonprofit partnerships, program development, or related field.
- Bachelor’s degree or equivalent combination of education and relevant experience.
- Demonstrated ability to build productive relationships with clinic leaders, public officials, agency staff, community organizations, funders, and cross-functional colleagues.
- Ability to develop and manage priorities and travel schedule aligned with State Initiatives, Community Relations, and organization-wide goals.
- Working knowledge of state and local government processes, appropriations, grants, contracts, or public funding a plus; demonstrated ability and interest in developing deeper government relations expertise.
- Experience developing and executing community engagement, stakeholder management, referral, or partnership programs.
- Strong project management skills with the ability to manage multiple markets, campaigns, deadlines, and reporting requirements.
- Demonstrated ability to be proactive in working across departments and collaborating with colleagues on priorities.
- Excellent writing, analysis, presentation, facilitation, and verbal communication skills, including the ability to explain complex funding or policy matters clearly.
- Ability to interpret data, track performance, make practical recommendations, and follow through on action plans.
- Diplomatic, collaborative, and comfortable working in a matrixed environment with functional direction from multiple leaders.
- Proficiency with Microsoft Office and Microsoft 365 applications; experience with Salesforce and project management tools a plus.
- Experience in military, veteran, mental health, or nonprofit environments is preferred.
- Ability to travel.

The annual base salary range for this role is $93,544 - $114,637 (USD), which does not include discretionary annual bonus compensation or our comprehensive benefits package. Actual compensation offered to the successful candidate may vary from posted hiring range based upon geographic location, work experience, education, and/or skill level, among other things.
This position requires limited access to Protected Health Information (PHI) to carry out identified job responsibilities. The type of PHI to which this position will have access, and any conditions on such access, must be approved and documented prior to receiving access.
