The City of Kawartha Lakes is looking for a strategic and collaborative leader to join our Community Services team asManager, Capital Planning and Delivery.
In this role, you will help shape the future of our community by leading the planning and delivery of capital infrastructure projects that support the places where people live, work, gather and play.
From recreation facilities and civic buildings to parks and public spaces, you will play an important role in ensuring our municipal infrastructure continues to meet the needs of our growing community.

What You'll Do
As Manager, Capital Planning and Delivery, you will:
- Lead capital planning and investment priorities:Oversee the development and prioritization of a significant municipal capital infrastructure portfolio, including civic administration and recreation facilities, as well as parks infrastructure.
- Deliver infrastructure projects: Provide leadership and oversight throughout the capital project lifecycle, from planning and design through procurement, construction, commissioning and completion.
- Plan for the future: Develop long-term infrastructure investment strategies that balance community needs, asset management priorities, infrastructure renewal, available funding and operational sustainability.
- Champion sustainability: Lead initiatives that improve energy efficiency, support climate resilience, reduce environmental impacts and advance the City's sustainability objectives.
- Lead and support teams: Provide direction and leadership to Supervisors and project teams, fostering accountability, collaboration, innovation and continuous improvement.
- Build strong partnerships: Work collaboratively with municipal departments, consultants, contractors, funding agencies, Indigenous communities and other partners to advance infrastructure priorities and identify funding opportunities.
- Support informed decisions: Provide strategic advice and recommendations to senior leadership and Council on capital investments, infrastructure risks, project performance and future opportunities.
- Manage resources responsibly: Support financial planning, budgeting, procurement and contract administration to ensure projects deliver value and align with municipal priorities.
What You Bring
We are looking for an experienced leader who combines technical knowledge, strategic thinking and strong people leadership skills.
You will bring:
- A post-secondary degree in Engineering, Architecture, Construction Management, Building Sciences, Facilities Management or a related field.
- A minimum of seven (7) years of progressive experience in capital planning, infrastructure delivery, facilities management or a related field, preferably in a municipal environment.
- Experience leading complex capital projects, including project planning, procurement, construction oversight, contract administration and project delivery.
- Strong knowledge of asset management, infrastructure renewal, lifecycle planning and long-term capital investment strategies.
- An understanding of sustainability, energy management and climate resilience, and how these priorities influence infrastructure planning and investment decisions.
- Demonstrated leadership experience, with the ability to guide teams, manage performance, build trust and support employee development.
- Strong financial management skills, including budgeting, business planning and responsible resource allocation.
- The ability to build effective relationships and work collaboratively with internal and external partners, stakeholders and community organizations.
- Knowledge of applicable legislation, regulations and standards related to municipal facilities, accessibility, health and safety, risk management and public sector operations.
- Strong communication, analytical and problem-solving skills, with the ability to present complex information and provide sound recommendations to senior leadership and Council.
- Proficiency with Microsoft Office and related business and project management technologies.
- A valid Ontario Class G Driver's Licence or the ability to regularly travel to work-related locations throughout the municipality and Ontario.
As a condition of employment, an acceptable Criminal Record Check will be required.

Additional Information
This position is based in Lindsay, Ontario, with a combination of office-based work and travel to municipal facilities and project locations. Occasional attendance at meetings, conferences or operational situations outside regular business hours may be required.
