Location: Martinez, CA (3 days onsite/week)
Duration: 6+ months (Contract-to-Hire)
Summary:We are seeking a IT Business Systems Manager to lead and oversee the modernization of three major enterprise systems over the next 12 months. This is a hands-on leadership role — not purely oversight — requiring both technical depth and strong vendor and people management skills. The manager will report to the CIO and will absorb an existing team supporting document management, with the expectation of building out a broader Business Systems team over time. Epic-related queries are handled by a separate dedicated team; this role owns all other business systems across the organization.
Key Initiatives (12-Month Roadmap):
- UKG (Kronos) — Timekeeping and workforce management implementation (primary and largest project)
- ServiceNow — ITSM platform implementation
- Tyler Systems — Document management system implementation (existing team will be absorbed)
Key Responsibilities:
- Lead end-to-end implementation of UKG, ServiceNow, and Tyler Systems — from requirements and vendor management through testing, training, and go-live
- Absorb and manage the existing document management team; build out the broader Business Systems team over time
- Own vendor relationships — contract negotiation, SLA tracking, performance reviews, and escalation management
- Lead RFP/RFI processes for technology evaluation and vendor selection
- Partner with the CIO and cross-functional stakeholders to align systems strategy with organizational goals
- Analyze business and system requirements and translate them into technology solutions
- Manage project budgets, schedules, resources, and deliverables across concurrent implementations
- Develop and maintain system documentation, operational standards, and procedures
- Respond to escalated system and user issues; coordinate user training
- Ensure compliance with applicable healthcare, information systems, and public-sector requirements
Must-Have Requirements:
- 3+ years of healthcare IT experience — health plan, public health, or healthcare delivery environment
- Bachelor's degree in a relevant field (MIS, Computer Science, Business, or related)
- Experience leading implementation of at least one large vendor system — UKG, ServiceNow, Tyler Systems, Workday, PeopleSoft, or equivalent ERP/ITSM
- Strong vendor management skills — contract negotiation, performance tracking, and business reviews
- 3+ years managing a team of IT analysts or systems staff
- RFP/RFI experience — requirements definition, vendor evaluation, and selection
Preferred/Strongly Desired:
- UKG (Kronos) implementation experience — timekeeping or workforce management modules
- ServiceNow ITSM implementation experience
- Tyler Systems or similar document management platform experience
- Experience building or growing an IT team
- Public sector or county government environment experience
