GENERAL DESCRIPTION
The Learning & Staff Readiness Lead is the system owner for Brighton Center Impact Program's learning infrastructure, training curriculum, compliance procedures, credentialing support, and staff readiness documentation. This position ensures Early Intervention Specialists, therapists, and other program staff receive role specific training aligned with HHSC and ECI requirements, Brighton Center procedures, adult learning principles, and competency expectations established by the Impact Operations Director.
The Learning & Staff Readiness Lead designs, maintains, delivers, and evaluates training from onboarding through ongoing professional development. This role translates regulatory changes, quality findings, audit trends, state monitoring outcomes, and identified skill gaps into practical training, job aids, procedures, and learning supports.
This position does not independently determine final competency for discipline specific practice. The Learning & Staff Readiness Lead coordinates the competency process, maintains readiness and competency records, supports standardized assessment tools, tracks training and remediation completion, and partners with EIS, OT, PT, and SLP Leads who conduct field based competency observations and skill validation.
ROLE BOUNDARY
The Learning & Staff Readiness Lead owns the curriculum, training process, compliance procedure updates, credentialing support, learning records, and training effectiveness evaluation. Discipline Leads own discipline specific field observation, skill demonstration, and competency recommendations using standardized tools. The Impact Operations Director owns the competency framework, consistency of validation, and final oversight of staff readiness systems. Program leadership owns operational performance management and service delivery execution.
ESSENTIAL FUNCTIONS
Regulatory Compliance & Procedure Ownership | 25%
- Serve as the system owner for Brighton Center’s procedure manuals, policies, training resources, and compliance documentation.
- Monitor HHSC and ECI regulatory communications and TAC rule changes and translate new or revised requirements into procedure updates, training content, and staff communication within required timelines.
- Maintain procedure manuals, online resources, webinars, and job aids for program policies, EMR workflows, Teams, telehealth, Bells AI, and other tools or processes used by direct program staff.
- Partner with the Impact Operations Director to ensure quality findings, audit trends, state monitoring recommendations, and corrective action plans are reflected in procedures and training materials.
- Conduct periodic compliance reviews with specialty service areas, including DHH and VI, to confirm procedure alignment and identify training or documentation gaps.
- Maintains compliance with all required organizational, security, program-specific, state, and federal trainings, certifications, and regulatory requirements, ensuring completion within established timelines.
Curriculum Ownership & Training Development | 25%
- Own the training curriculum from design through evaluation, including learning objectives, delivery methods, materials, updates, and evaluation tools.
- Develop and maintain an annual training plan that addresses HHSC and program requirements, Brighton Center expectations, quality trends, and competency priorities.
- Use adult learning principles and instructional design practices to build training that is practical, measurable, and accessible to adult learners.
- Organize and implement monthly or discipline specific training in coordination with EIS, OT, PT, and SLP Leads.
- Translate quality data, chart review trends, competency results, staff feedback, and program needs into targeted training and development initiatives.
- Coordinate with Impact Program leadership and the Impact Operations Director on recurring staff challenges, including policy application, documentation, session planning, family engagement, time management, transition, and service coordination.
Competency Coordination & Readiness Documentation | 20%
- Maintain official competency records, onboarding checklists, readiness documentation, skills assessments, remediation tracking, and evidence of training completion for program staff.
- Coordinate the competency validation process using tools, timelines, and proficiency expectations approved by the Impact Operations Director.
- Track completion of observations, demonstrations, skills assessments, remediation plans, and reassessments conducted by Discipline Leads.
- Ensure competency records clearly document whether staff have met expectations, require additional support, or need escalation to the Impact Operations Director and program leadership.
- Support Discipline Leads with standardized rubrics, checklists, observation forms, and training resources needed to assess staff skill application consistently.
- Monitor onboarding effectiveness and staff readiness trends and present risks, overdue requirements, or recurring gaps to the Impact Operations Director.
Training Data, Trend Analysis & Effectiveness Evaluation | 15%
- Analyze program wide data, including skills assessments, chart reviews, competency results, training satisfaction, staff feedback, and audit findings, to identify training needs.
- Evaluate training effectiveness using post training assessments, observation outcomes, competency checks, chart review results, and staff feedback.
- Track and report completion of onboarding, required training, annual training, credentialing activities, and remediation requirements.
- Maintain the training scorecard and provide clear, actionable, data informed recommendations at PULSE meetings and other leadership reviews.
- Identify training related risks that may affect service quality, regulatory readiness, documentation accuracy, or staff performance.
Onboarding & Credentialing Oversight | 15%
- Guide new Early Intervention Specialists through HHSC and ECI credentialing requirements, including required training, observations, demonstrations, and documentation.
- Maintain and continuously improve the Program Welcome Guide, orientation topics, onboarding timelines, individualized training plans, skills assessments, IPDP processes, and credentialing trackers.
- Coordinate onboarding training delivery in partnership with EIS and Discipline Leads.
- Ensure new staff complete required training and competency activities within established orientation timelines.
- Support cross training, mentor coordination, community resource training, and other staff readiness initiatives.
OTHER FUNCTIONS
- Attend and participate in team, discipline, agency, staffing, and other required meetings to support service quality, staff readiness, and access to required information.
- Complete mandatory training and maintain qualifications required for the position, including applicable Continuing Professional Education, ethics training, Pediatric CPR, and First Aid certification. Submit all required documentation on time.
- Perform other duties that support the delivery and quality of services provided to Brighton Center children and families.
QUALIFICATIONS
- Required: Bachelor's degree that includes a minimum of 18 semester credit hours relevant to early childhood intervention, including 3 semester credit hours in early childhood development or early childhood special education.
- Required: Fully Qualified Early Intervention Specialist for a minimum of two years.
- Required: Proficiency in Microsoft Office and the ability to learn and use electronic health record, learning, communication, and reporting systems.
- Preferred: Bilingual in English and Spanish.
NECESSARY SKILLS

- Knowledge of HHSC and ECI requirements, early intervention practices, and the regulatory environment supporting services for children from birth to age three.

- Ability to lead and support Program and Agency-wide projects, ensuring projects are clearly defined, timelines and deliverables are established, progress is monitored, and outcomes are achieved. Project plans, milestones, and updates will be created and maintained in Asana.
- Ability to analyze data, identify trends, develop clear recommendations, and translate complex requirements into practical procedures and learning supports.
