The Australia Transport Sector Support Program Phase 3 (TSSP3) is a flagship partnership between the Governments of Papua New Guinea and Australia, working to strengthen Papua New Guinea’s transport sector and improve connectivity, safety and accessibility across the country. By supporting a more effective, efficient and inclusive transport system, TSSP3 contributes to economic growth, improved service delivery and sustainable community development.

Working in partnership with government agencies, industry stakeholders and communities, TSSP3 supports reforms and investments that enhance transport planning, infrastructure delivery, safety, governance and sector performance. The Role 
Safety at TSSP3 is more than compliance. It is about leadership, culture and protecting what matters most, our people. We are seeking an exceptional Papua New Guinean leader to shape how safety, security, environmental stewardship and wellbeing are understood, led and practised across a major national transport program. 

Reporting to the Operations Director and working closely with senior leaders, you will be a trusted adviser, culture champion and organisational leader. You will strengthen governance, systems and capability while creating an environment where leaders, employees, contractors and partners speak up, act early and share responsibility for safe and responsible outcomes. 

This is an opportunity to move beyond traditional HSE management. You will lead the Health, Safety, Security and Resilience function, directly supervise the Security Coordinator and influence decisions across offices, project sites, infrastructure activities, travel security, emergency preparedness, incident management and business continuity.

About You

You are a credible and influential leader who brings people with you. You combine strong technical expertise with sound judgement, practical problem solving and the confidence to influence at senior levels. You can navigate complex issues, build trust across diverse teams and turn strategy into systems, decisions and everyday behaviours that make people safer.  

• Tertiary qualifications in health, safety and environment, science or a related discipline.  

• At least 15 years of practical experience in a comparable health, safety and environment management role within a large development program.  

• Extensive experience applying safety management standards and undertaking risk assessments for construction activities.  

• Demonstrated experience managing and resolving significant safety incidents and reporting requirements.  

• Comprehensive understanding and practical application of ISO 45001.  

• Experience leading or managing a small team.  

• Strong interpersonal, communication, representational andcross cultural skills.  

• The ability to coach, mentor, influence and build consensus across multiple stakeholder groups.  

• Knowledge or experience applying gender equity, disability equity and social inclusion, and safeguard principles.
