The Role

The overall objective of the assignment is to undertake a system-wide diagnostic of TVET in Samoa and develop a whole-of-Government TVET Policy and Strategy for 2026-2030 that provides a clear framework for improving the quality, relevance, accessibility, sustainability and employment outcomes of TVET.

Roles and Responsibilities

·      Assess the current state and performance of Samoa's TVET system

·      Diagnose systemic constraints and map the TVET ecosystem

·      Develop a whole-of-Government governance and operating model for TVET

·      Strengthen the connection between skills development, qualifications, employment and economic development

·      Strengthen the national qualifications, quality assurance and skills recognition system

·      Develop a sustainable and outcome-focused TVET financing and investment framework

·      Strengthen the national TVET evidence base and system capability

·      Develop the National TVET Policy and Strategy 2026–2030 and implementation framework

About You

Essential Experience and Knowledge

·      Relevant postgraduate qualification and at least 10 years of experience in TVET policy, strategy, system reform or education planning preferably in the Pacific.

·      Expertise in TVET governance, qualifications, quality assurance, labour markets, skills recognition, financing, institutional capacity, monitoring and employment pathways.

·      Ability to translate evidence into practical priorities, measurable outcomes, costed plans, governance arrangements and reform roadmaps.

·      Strong consultation, facilitation and consensus-building skills across government, providers, industry, communities and development partners.

·      Excellent analytical, writing and presentation skills; experience in Samoa or comparable Pacific contexts is highly desirable.

·      Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
