Job Summary:

The position allocated to this class is directly responsible to the Superior Court Administrator, Assistant Superior Court Administrator, Presiding Judge and/or Court Commissioners for the development, implementation, coordination and management of the jury process, calendaring, case flow, guardianship monitoring, technology applications, budget, and other specialized departmental administrative functions for the Superior Court. Employees in this classification work with considerable independence and may be responsible for directing the work of support/intern staff and/or volunteers in completion of these tasks. This class is distinguishable from the Assistant Superior Court Administrator by its major emphasis on daily decision making within a specialized area of assignment and less emphasis on overall departmental operations and functions.

ESSENTIAL JOB FUNCTIONS

Jury Management

  • Manages overall juror process for Spokane County Superior, District and one or more Municipal Courts.
  • Responsible for weekly processing of jury payroll.
  • Develops and implements operational policies and procedures for Jury Management consisting of multiple courts. 
  • Determines the most cost-effective and efficient means of responding to court needs in light of changing legislation, technology and available resources, and tracks expenditures. 
  • Reviews laws and codes regarding jury selection and assignment.
  • Trains and supervises staff members assigned to Jury Management. 
  • Evaluates staff performance and provides coaching, feedback and recommends corrective action for performance issues.
  • Interprets policies and procedures, resolves conflicts, reviews work procedures and work products. 
  • Performs duties of any absent staff as necessary. 
  • Works with other Court Coordinators, Courts and Staff to determine number of jurors needed for upcoming trials.
  • Monitors the computerized system of random selection and assignment of jurors to the appropriate court proceeding; screens jurors regarding qualifications and ability to serve, excuses jurors for good cause; maintains records regarding excuse of service; checks in jurors; conducts orientation sessions for jurors; and answers inquiries regarding jury service.
  • Manages the daily operation of the jury assembly room.
  • Assesses technology and resource needs for the department. 
  • Monitors developments in jury management computer software and hardware, determines if new products and services are appropriate for the department in light of resources available to the Court. 
  • Monitors daily functioning of computerized jury selection system, performs light troubleshooting.
  • Monitors and assesses mailing and postage costs and determines if new procedures, technology or processes are appropriate for the Court.
  • Produce statistics regarding juror responses to summons and the use of jurors, and performs required analyses; make periodic financial and statistical reports to the court administrator.
  • Participate on various projects and committees concerned with the role of jury management.  Develop and implement community outreach initiatives to encourage eligible citizens of Spokane County to participate in jury service.
  • Maintains liaison with and coordinates jury provision activities with court personnel, judges, criminal justice agencies and other organizations and the public.
  • Provides interpretation, explanation, and support for management’s goals. 
  • Represents and advocates management’s goals, interests and objectives.
  • Performs other duties of a similar nature and level in other court departments as needed for coverage or cross training.
  • Performs other related duties as required/assigned. 

Case Flow Management

  • Plans, implements, coordinates and manages the calendaring and case flow functions for Superior Courts, including the assignments of dates, times and court facilities, personnel and other special calendar assignments.
  • Coordinates and schedules other court support functions, commissioners pro tem, arbitrators; coordinates Juvenile, Criminal, Civil and Family Law case assignments and transfers; equipment, facilities, and other support functions.
  • Determines future needs to maximize the use of all available resources.
  • Schedules and attends judges' and court commissioners' meetings, develops agendas and serves as secretary in absence of Superior Court Administrator or Assistant Superior Court Administrator.
  • Procedurally instructs attorneys and the public on accessing available court information, court program, forms and schedules.
  • Prepares monthly statistical reports.
  • Monitors and enforces all applicable court rules, including continuances, compliance with local rules and procedures and court fee schedules.
  • Performs liaison functions with other components of the justice environment.
  • Assists with the analysis and implementation of computer applications for the court system.
  • Analyzes court resources and statistics, tracks, cases, determines changes in the status of cases and coordinates with the Assistant Court Administrator.
  • Analyzes and makes recommendations regarding court organization, procedures, programs, technology, budget, personnel and staffing.
  • Provides interpretation, explanation, and support for management’s goals.  Represents and advocates management’s goals, interests and objectives.
  • Performs other duties of a similar nature and level in other court departments as needed for coverage or cross training.
  • Performs other related duties as required/assigned.

Guardianship Monitoring Program

  • Recruits, interviews, selects, trains, supervises and evaluates volunteers.
  • Provides on-going training, assistance and support to volunteers.
  • Supervises the management of court files for research, audits, visits and court commissioner reviews.
  • Assists professional and nonprofessional guardians and the public regarding paperwork and questions.
  • Compiles and schedules weekly and monthly court calendars.
  • Prepares court files, attends show cause calendars and assists guardians with court required documents.
  • Collects and maintains volunteers’ hours and prepares and distributes associated report(s).
  • Maintains referral lists of legal and social service resources and makes appropriate referrals.
  • Supervises and controls administrative workflow by scheduling, assisting, directing and evaluation the work of subordinates.
  • Manages and directs daily operations of the program.
  • Resolves complaints or problems from professional guardians.
  • Attends quarterly Guardianship Monitoring meetings.
  • Creates Orders to Show Cause when Guardians are not compliant with annual paperwork requirements.
  • Assists with new applications and updates for the Guardian ad Litem Registry.
  • Provides interpretation, explanation, and support for management’s goals. 
  • Represents and advocates management’s goals, interests and objectives.
  • Updates weekly guardianship stats, quarterly volunteer hours including industrial insurance and parking.
  • Performs other duties of a similar nature and level in other court departments as needed for coverage or cross training.
  • Performs other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s degree from an accredited college or university in Court, Judicial, Public or Business Administration, and  
  • Four (4) years of administrative experience in a court, judicial or legal setting.   
  • Experience in the management of a court calendaring and case flow functions is preferred. 
  • An equivalent combination of related education, training and/or experience providing the required knowledge, skills and abilities may be considered.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the practices, procedures and policies of judicial administration, including the calendaring and case flow management, mandatory arbitration, research and statistical methods analysis, and other technology application.
  • Knowledge of related laws, codes and rules governing related functions of the judicial system.
  • Knowledge of computer applications and utilization in a court environment.
  • Knowledge of principles, practices, methods and procedures of government accounting, budgeting, payroll, purchasing and records management as required by the position.
  • Knowledge of supervisory theories, practices and principles as required by the position.
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Skilled in establishing and maintaining effective working relationships at all organizational levels and with the public.
  • Skilled in the use of standard office equipment including personal computers and software related to job duties.
  • Ability to work efficiently and effectively under stress.

Total Compensation:

$89,784 - $125,654 Annually

Total compensation is anestimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
