Position Summary

Summit Technologies is seeking experienced Joint Terminal Attack Controllers (JTACs), Forward Air Controllers (Airborne) (FAC(A)), and Joint Fires professionals to serve as Joint Fires Observer (JFO) Instructors / Previously Qualified Terminal Attack Controller (PTAC) Instructors supporting the Fires Center of Excellence (FCoE), 428th Field Artillery Brigade at Fort Sill, Oklahoma.

The selected candidates will provide resident and Mobile Training Team (MTT) instruction to multi-service and coalition students attending the Joint Fires Observer Course (JFOC), course 2E-F233/250-ASIL7.

Instructors will provide classroom, simulator, hands-on, and field-based instruction; operate JFO training simulators; evaluate student performance; and assist with the development and maintenance of JFO course materials.

Responsibilities

  • Provide Joint Fires Observer instruction to military and Government students in accordance with the approved Program of Instruction (POI).
  • Conduct approximately 80 hours of JFO instruction over a 10-day training period.
  • Provide resident and Mobile Training Team (MTT) instruction as required.
  • Instruct students on Joint Fires Observer tactics, techniques, and procedures.
  • Provide instruction on Close Air Support (CAS) and observed fire procedures.
  • Evaluate student performance in classroom, simulated, and field environments.
  • Administer examinations and evaluate student test results.
  • Provide recommendations concerning student performance, course materials, instructional methods, and evaluation procedures.
  • Operate and monitor Call for Fire Trainer (CFFT), Deployable Virtual Training Environment (DVTE), and associated simulation systems.
  • Set up, operate, troubleshoot, and tear down training simulation equipment.
  • Develop and modify simulation scenarios in accordance with the JFO POI and Government guidance.
  • Maintain familiarity with evolving JFO doctrine, tactics, techniques, procedures, lessons learned, equipment, and technology.
  • Assist with developing and updating lesson plans, training materials, Training Support Packages (TSPs), and course content.
  • Research emerging doctrine and recommend updates to JFO training materials.
  • Participate in course evaluations and provide recommendations for improving training effectiveness.
  • Support JFO sustainment training and recurring evaluations.
  • Maintain required instructor certifications throughout contract performance.
  • Prepare training equipment and facilities prior to instruction and ensure training begins on schedule.
  • Travel to CONUS and OCONUS locations in support of Mobile Training Teams, training events, and field research as required.
  • Maintain professional communication with Government personnel, instructors, and students.

Required Qualifications

  • Three (3) years of verifiable JTAC experience, following successful completion of an accredited JTAC Qualification Course and Government certification; or
  • Successful completion of a FAC(A) course and three (3) years of verifiable FAC(A) experience.
  • Operational experience performing JTAC or FAC(A) duties at an operational unit.
  • Candidates claiming Guard, Reserve, or other part-time experience must meet the PWS requirements for equivalent active operational experience.
  • As an alternative, candidates may qualify through a combination of eight (8) years of continuous active military service and a minimum of two (2) years of operational JTAC/FAC(A) experience.
  • Minimum of six (6) months of experience operating the Call for Fire Trainer (CFFT) or Deployable Virtual Training Environment (DVTE) simulator.
  • Ability to successfully complete required JFO Instructor certification.
  • Ability to obtain certification from the 428th Field Artillery Brigade.
  • Ability to communicate effectively in English, both verbally and in writing.
  • Ability to work effectively with military, civilian, joint-service, and coalition personnel.

The Government requires documentation verifying JTAC/FAC(A) certification and experience. No waivers are authorized for the required instructor qualifications.

Instructor Certification Requirements

Selected candidates must successfully complete the Government's instructor certification process, which may include:

  • Common Faculty Development Program โ€“ Instructor Course (CFD-IC) or qualifying service equivalent.
  • Audit of the JFO portion of the applicable course.
  • Academic instructor certification on a minimum of seven JFO academic blocks.
  • Simulator instructor certification on applicable CFFT/DVTE blocks.
  • Successful instructor evaluations and "GO" ratings.
  • Written certification by the 428th Field Artillery Brigade Commander.

Candidates who are not already certified should expect a certification process of approximately four weeks, subject to Government evaluator availability.

Additional Requirements

  • Must be able to obtain and maintain required Fort Sill installation access.
  • Must be able to obtain a Common Access Card (CAC), as required for Government network access.
  • Must complete required Government security awareness, OPSEC, cybersecurity, anti-terrorism, and other mandatory training.
  • Must comply with applicable Army, DoD, Fort Sill, and FCoE policies and procedures.
  • Must be willing and able to travel CONUS and OCONUS when required.
  • A valid passport may be required for OCONUS travel.
  • Must be capable of safely handling and loading/unloading equipment weighing up to 75 pounds.
  • Must maintain required instructor certifications and training records.
  • Must maintain a professional appearance and conduct appropriate for a military training environment.

The position does not require a security clearance, but personnel must satisfy installation access and background requirements.

Work Environment

The primary place of performance is the 428th Field Artillery Brigade training campus at Fort Sill, Oklahoma. Travel may be required to CONUS and OCONUS locations in support of training and exercises.

Normal hours are generally Monday through Friday, 8:00 a.m. to 5:00 p.m.; however, training and exercise requirements may occasionally require early morning, evening, or weekend support.
