Position Summary
Summit Technologies is seeking an experienced Joint Fires Observer (JFO) Instructor / Project Lead to support the Fires Center of Excellence (FCoE), 428th Field Artillery Brigade at Fort Sill, Oklahoma.
The Project Lead will serve as both a qualified JFO/PTAC instructor and the primary liaison between Summit Technologies and the Government Contracting Officer (KO) and Contracting Officer's Representative (COR).
This position provides day-to-day leadership and oversight of the contractor instructor workforce supporting the Joint Fires Observer Course (JFOC), course 2E-F233/250-ASIL7.
Responsibilities
- Serve as a qualified JFO/PTAC Instructor while performing Project Lead responsibilities.
- Provide classroom, simulator, practical exercise, and field-based JFO instruction.
- Serve as the primary contractor liaison with the Government COR and KO.
- Manage and direct the day-to-day efforts of the contractor instructor workforce.
- Coordinate staffing, scheduling, training, certifications, and workforce requirements.
- Ensure required instructor staffing levels are maintained throughout contract performance.
- Coordinate replacement personnel and ensure replacements meet or exceed required qualifications.
- Monitor instructor certifications and training records.
- Ensure instructors remain current and maintain required certifications.
- Coordinate resident and Mobile Training Team (MTT) JFO instruction.
- Assist with planning and execution of training events.
- Monitor course quality and instructor performance.
- Support development, review, and revision of the JFO Program of Instruction (POI).
- Review and update lesson plans, training materials, and Training Support Packages.
- Coordinate recommended changes to course content with the COR and Government course management personnel.
- Monitor student evaluation results and identify opportunities for course improvement.
- Support JFO sustainment training and recurring evaluations.
- Coordinate simulator training and ensure CFFT/DVTE systems remain operational and relevant.
- Maintain awareness of current JFO doctrine, tactics, techniques, procedures, equipment, and lessons learned.
- Attend Government meetings related to JFO, JTAC, FAC(A), and Joint Close Air Support matters.
- Support CONUS and OCONUS travel requirements associated with training and field research.
- Ensure contractor personnel comply with applicable Government policies, security requirements, and standards of conduct.
- Provide management and administrative oversight necessary to meet contract performance requirements.
Required Qualifications
- Must meet the PWS qualifications for a PTAC/JFO Instructor.
- Three (3) years of verifiable JTAC experience following Government JTAC certification; or
- Successful completion of a FAC(A) course with three (3) years of verifiable FAC(A) experience.
- Operational experience performing JTAC or FAC(A) duties.
- Minimum six (6) months of CFFT or DVTE simulator experience.
- Ability to successfully complete all required JFO Instructor certifications.
- Strong leadership, organizational, communication, and interpersonal skills.
- Demonstrated ability to coordinate and manage a professional training workforce.
- Ability to work effectively with military and civilian Government personnel.
- Ability to manage competing priorities while maintaining training schedules and quality standards.
The PWS identifies all instructor personnel as key personnel and requires the Project Lead and an alternate to provide management and administrative oversight of the workforce.
Preferred Qualifications
- Previous experience serving as a JFO, JTAC, FAC(A), TACP, or related fires/air-ground integration instructor.
- Previous experience as a course manager, instructor lead, training manager, or project lead.
- Previous experience supporting Army, joint-service, or coalition training.
- Previous experience working with Government training organizations or TRADOC.
- Prior experience operating and developing scenarios for CFFT, DVTE, or similar training simulation systems.
- Previous instructor certification through CFD-IC, SGIC, or a service-equivalent program.
Instructor Certification
The selected candidate must maintain certification as a Joint Fires Observer Instructor and meet applicable 428th Field Artillery Brigade certification requirements.
Certification includes academic and simulator instruction and requires successful evaluations and "GO" ratings on assigned blocks of instruction.
Clearance and Security Requirements
Security Clearance: Not Required
The PWS specifically states that no security clearance is required for this contract. However, candidates must satisfy Fort Sill installation access, background investigation, CAC, security awareness, OPSEC, and other applicable Government requirements.
Travel Requirements
Travel may be required throughout CONUS and OCONUS in support of Mobile Training Teams, training events, meetings, and field research.
A valid passport may be required for international travel. Government-directed travel requires prior approval and authorization.
Work Environment
The primary work location is Fort Sill, Oklahoma, at the 428th Field Artillery Brigade training campus.
Normal operating hours are generally Monday through Friday, 8:00 a.m. to 5:00 p.m.; however, training and exercise requirements may require occasional early morning, evening, or weekend work.
