Senior Program and Export Control Management Analyst

Position Summary

TheSenior Program and Export Control Management Analystprovides advanced programmatic, compliance, and analytical support to the NOAA OSPO team managing theCOSMIC-2 (Constellation Observing System for Meteorology, Ionosphere, and Climate-2)  mission, which is a joint U.S. and Taiwan satellite constellation launched in June 2019 to collect high-resolution atmospheric and ionospheric data. Operating out of the NSOF, this contractor role bridges high-level satellite program execution with strict federal compliance frameworks. The analyst ensures that international mission data exchanges, system operations, and contractor workflows adhere seamlessly to federal export controls and security baselines.

Key Responsibilities

1. Program and Scientific Operations Support

• Deliver day-to-day project management, scheduling, and milestone tracking for COSMIC-2.
• Manage the master integrated schedule, tracking interagency deliverables, risk thresholds, and performance metrics.
• Coordinate multi-agency and international partner meetings, document technical action items, and author executive briefings for OSPO leadership.
• Maintain and systematically update the program Risk Register, advising on technical and timeline constraints.
• Track interagency data exchange, coordinating data pipelines and communicating across data providers and users.

2. Export Control & Compliance Management

• Serve as the primary subject matter expert for ITAR and EAR regulations governing space-based systems.
• Administer, update, and enforce the program’s Technology Transfer Control Plan (TTCP).
• Develop an export licensing plan and draft, coordinate submit, and manage TAAs and other export licenses as required.  Oversee ITAR exemption and EAR exception use by program personnel.
• Screen technical documentation, hardware components, and environmental data flows to prevent unauthorized deemed exports to foreign mission partners.

3. Cybersecurity Framework Alignment

• Maintain practical familiarity with Cybersecurity Maturity Model Certification (CMMC) and NIST SP 800-171 controls to advise on security posture.
• Coordinate with internal OSPO security stakeholders to ensure shared digital repositories safeguard Controlled Unclassified Information (CUI).
• Assist in reviewing data-sharing architectures to ensure compliance with federal information security baselines.

Minimum Qualifications

• Education: Bachelor’s degree in Business, Engineering, Information Technology, or a related scientific/technical or regulatory compliance field.
• Experience: 5+ years of relevant experience supporting federal program management (direct experience with NOAA, NASA, or DoD satellite/space systems is highly preferred).
• Export Control Certification/Experience: Must possess a recognized professional credential in export compliance (e.g., Certified ITAR Professional (CIP), Certified Export Compliance Officer (CECO or demonstrate 2+ years of professional experience manage in U.S. export control compliance. (Active membership in the Society of International Affairs or similar preferred).
• Cybersecurity Knowledge: Strong baseline familiarity with CMMC principles and CUI handling procedures.Formal CMMC practitioner certification is not required.
• Location/Availability: Ability to work on-site at the NSOF in Suitland, MD, maintaining core presence during hours of 0900 to 1500. Hybrid/remote schedules are subject to government authorization.
