Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti.

We are seeking a Finance, Subgrants, and Administration Lead to oversee financial management, project operations, and subgrants for a community-led adolescent health and nutrition program funded by the World Bank GFF × CIVIC Platform.

Program Context

The GFF × CIVIC Platform brings together the Global Financing Facility and the World Bank’s CIVIC: The Civil Society and Social Innovation Alliance to strengthen the role of civil society organizations (CSOs) and youth-led organizations (YLOs) in improving health and nutrition outcomes.

Its second pillar, Scaling Community-Led Solutions for Adolescent Health and Nutrition, supports local organizations to design, evaluate, and advance effective solutions through financing, policy engagement, and integration into national systems. Direct service delivery is outside the project’s funding scope.

About the Role

Reporting to the Project Director, the Finance, Subgrants, and Administration Lead will oversee the project’s financial, operational, and subgrant management functions. The role will support Action Against Hunger and The Youth Café country program teams, ensuring sound financial oversight, donor compliance, efficient administration, and timely reporting.

Working closely with local partners, headquarters finance teams, and the World Bank, you will strengthen financial management systems and help CSOs and YLOs manage their funding effectively and accountably.

This position is ideal for a finance and operations professional with experience managing substantial budgets, supervising staff, and supporting grant-funded partnerships.

This is a grant-funded project and subject to grant funding, with an anticipated end date of July 31, 2028.

Key Responsibilities

  • Oversee project finance and administration, including accounting, human resources, logistics, procurement, and subcontract or subaward management.
  • Manage subgrants to local CSOs and YLOs, including due diligence, financial monitoring, compliance oversight, and capacity strengthening.
  • Establish and maintain internal controls, conduct financial audits of sub-awardees, and coordinate external audits as required.
  • Ensure compliance with World Bank financial rules and Action Against Hunger’s policies and procedures.
  • Prepare annual work plan budgets, consolidate partner budgets, and support budget revisions in line with project objectives and subgrant agreements.
  • Monitor project and partner expenditures, spending rates, and financial performance throughout the project.
  • Maintain accurate expenditure records, validate partner financial reports, and prepare timely financial reports for the World Bank and headquarters finance teams.
  • Train and support project staff and local partners in budgeting, reporting, donor compliance, and internal controls.
  • Provide ongoing financial guidance to accountants and program teams to support effective planning and responsible use of project funds.

Who We’re Looking For

  • Bachelor’s degree in business administration, finance, accounting, international business management, or a related field.
  • At least seven years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization.
  • Experience supervising project operations, including human resources, procurement, and subcontract or subaward management.
  • Demonstrated ability to develop and manage large budgets, supported by strong knowledge of accounting principles.
  • Experience managing staff and coordinating with diverse stakeholders and grant recipients.
  • Advanced computer skills, particularly Microsoft Excel.
  • Excellent written and verbal communication skills, with fluency in English.

Preferred qualifications:

  • Experience in a management role on a World Bank-funded program is highly desirable.
  • Familiarity with GFF frameworks and adolescent and reproductive health programs is highly desirable.
  • Experience with major donor regulations, reporting procedures, and financial systems.
  • Proficiency in French.
