Salary: $170,000 - $185,000

Description:ACT1 Federal is seeking an experiencedCongressional and Legislative Analyst to provide senior-level legislative research, analysis, drafting, coordination, and congressional-engagement support to the Director for Strategic Communications, Office of the Deputy Assistant Secretary of the Navy for the Defense Industrial Base (DASN (DIB)). The analyst supports Department of the Navy (DON) efforts to communicate approved industrial-base priorities and respond effectively to legislative developments affecting defense production, acquisition, infrastructure, manufacturing, supply-chain resilience, and Navy capacity. 

This position requires demonstrated experience in congressional affairs, legislative analysis, defense policy, executive-branch affairs, or related disciplines. The analyst shall be capable of independently monitoring and analyzing legislation, preparing accurate and timely executive-level products, coordinating complex taskers, and supporting Government-led congressional engagement activities. 

Responsibilities: 

• Monitor and analyze legislation, hearings, committee activity, authorization and appropriations developments, congressional correspondence, and other legislative matters affecting DON industrial-base priorities. 

• Conduct legislative, policy, programmatic, budgetary, acquisition, and industrial-base research to identify potential impacts on shipbuilding, maritime industry, munitions, manufacturing, infrastructure, supply-chain resilience, energy, workforce, and Navy production capacity. 

• Prepare draft congressional correspondence, legislative analyses, hearing-preparation materials, briefing books, questions-and-answers, questions for the record, issue papers, talking points, executive summaries, decision memoranda, and other legislative-support products for Government review and approval. 

• Support Government-led preparation for congressional hearings, staff engagements, briefings, visits, meetings, and other approved engagements involving Members of Congress, congressional committees, congressional staff, or executive-branch stakeholders. 

• Develop background materials, fact sheets, legislative trackers, congressional calendars, stakeholder profiles, issue matrices, and coordination packages in support of DASN (DIB) priorities. 

• Maintain legislative taskers, correspondence-status trackers, action-item trackers, suspense calendars, and records of Government-led engagement activities. 

• Support coordination of draft legislative products with DASN (DIB) directorates, ASN (RD&A) offices, DON acquisition organizations, legislative-affairs offices, public-affairs offices, legal offices, financial-management organizations, Department of War stakeholders, and other Government-approved points of contact. 

• Identify legislative deadlines, policy issues, coordination dependencies, information gaps, and potential risks for Government review. 

• Prepare summaries of relevant hearings, markups, congressional reports, committee activity, staff engagements, and legislative developments affecting the defense industrial base. 

• Support development of approved strategic communications materials and engagement plans associated with industrial-base legislative priorities. 

• Support surge requirements related to congressional deadlines, hearings, major legislative events, executive engagements, and time-sensitive Department of the Navy taskers. 

Requirements: 

• A bachelor’s degree in political science, public policy, communications, business, law, government affairs, international affairs, or a related discipline. 

• At least 10 years of progressively responsible experience in congressional affairs, legislative analysis, legislative liaison support, Federal policy development, defense authorization or appropriations, executive-branch affairs, public policy, acquisition policy, or related fields. 

• Demonstrated experience developing executive-level legislative analyses, congressional correspondence packages, hearing-preparation materials, questions for the record, issue papers, briefing books, and decision-support products. 

• Demonstrated experience supporting Federal legislative affairs, congressional committee engagement, defense authorization or appropriations processes, or Department of War, Department of the Navy, or Federal agency legislative activities. 

• Demonstrated ability to analyze legislation affecting acquisition, industrial-base programs, shipbuilding, manufacturing, supply-chain resilience, infrastructure, defense production, or comparable national-security issues. 

• Demonstrated ability to coordinate complex products across policy, acquisition, financial-management, public-affairs, legal, and legislative-affairs stakeholders. 

• Demonstrated ability to prepare accurate, concise, time-sensitive written products under short congressional and executive suspense requirements. 

• The position may require support outside normal business hours to meet congressional deadlines, hearing requirements, legislative taskers, executive requirements, or major industrial-base initiatives. 

• Current Top Secret. Sensitive Compartmented Information (SCI) eligibility required.
