Job Title: IT Project Manager – Healthcare / Medicaid EHR Implementation
Location: Remote (Eastern Time hours)
Employment Type: W-2 contract
Duration: Through end of calendar year 2027, with possible extension
Job Summary
We are seeking an experienced, PMP-certified IT Project Manager to support a State government agency's statewide Electronic Health Record (EHR) and Medicaid billing implementation for its School-Based Services program.
Key Responsibilities
- Manage the project using the State's hybrid lifecycle, which applies Agile practices during implementation
- Create and maintain the project schedule, including dependencies, milestones, resources, and percent complete, and update the implementation master schedule weekly with the implementation vendor
- Prepare weekly project status reports in the State's project management tool
- Maintain risk, issue, decision, and action item logs, and recommend actions for new risks and issues
- Run the change management process using the State's Change Request Form, and make sure impacts to scope, schedule, budget, and resources are reviewed before changes proceed
- Track project financials, including budget records and actual expenditures, monthly or as approved changes require
- Maintain the stakeholder register and engage project sponsors and governance committees
- Facilitate status, risk and issue, backlog grooming, release planning, and change review meetings, with agendas 24 hours before and minutes 24 hours after
- Maintain a deliverable approval matrix, and ensure the implementation vendor's Deliverable Expectation Documents (DEDs) and Deliverable Acceptance Forms (DAFs) are completed
- Organize and archive project artifacts in the State's document repository
- Produce the lessons learned and project closeout reports
Required Qualifications
- Active PMP certification (required)
- Current HIPAA training with a certificate of completion (required)
- Several years of project management experience delivering IT projects, preferably for State or other government agencies
- Experience managing or overseeing a software implementation vendor, including schedules, deliverable acceptance, and status reporting
- Experience with a hybrid (Waterfall and Agile) project lifecycle
- Hands-on experience with Azure DevOps and Microsoft Project, Word, Excel, and Visio
- Strong organizational skills, and strong written and verbal communication skills
- Ability to maintain a well-organized document repository
- Authorization to work in the United States without sponsorship
- Ability to pass a national criminal background check
- Ability to complete the State's required onboarding, including its use-of-systems and confidentiality requirements
Preferred Qualifications
- Experience with healthcare, Medicaid, or EHR implementations
- Experience in school-based health or Medicaid billing programs
- Experience working with a State PMO or a State IT governance process
- Familiarity with federal oversight requirements such as CMS reporting
