Position Summary
The Fallen Leaf Lake CSD is seeking anInterim General Manager to serve as Chief Administrative Officer for approximately one year while the District conducts its search for a permanent General Manager. Under the policy direction of a five-member elected Board of Directors, the Interim General Manager provides executive direction over all CSD functions, services, and activities, working closely with the District Fire Chief.

Position Details
Position Type: Interim / Part-Time, 0.75 FTE (seasonal variation)
Compensation: $100,000 – $145,000 annual base salary (pro-rated for interim term), plus $10,000 annual healthcare stipend.
Reports To: Board of Directors
Term: Approximately 1 year
Location: Fallen Leaf Lake, CA, with flexibility for remote work in winter
Key Responsibilities
Direct day-to-day and long-term CSD operations, including oversight of administrative staff and vendors
Guide CSD goals, objectives, and policies within Board-established guidelines
Oversee budgets and contract negotiations for Parks & Recreation and Administration
Provide financial oversight — controls, accounting, bookkeeping, and annual external audit, and oversee contractors who provide those services
Prepare and implement the annual budget, including multiple scenarios as needed
Manage CSD funds, reserve funds, and enterprise funds; report regularly to the Board
Serve as primary liaison to city, county, state, and federal agencies (non-fire related), including the U.S. Forest Service, Tahoe Regional Planning Agency, El Dorado County, City of South Lake Tahoe, CA Dept. of Fish and Game, South Tahoe Public Utilities District, and South Tahoe Refuse
Maintain relationships with local community groups and organizations
Negotiate contracts and agreements on the District's behalf
Oversee maintenance of CSD facilities and implementation of personnel policies
Resolve difficult or sensitive community inquiries and complaints
Support continuity and knowledge transfer ahead of a permanent GM hire
Seasonal Schedule
High Season (~May 1 – Oct 31): Full-time, in-person, supporting administration and community outreach
Low Season (~Nov 1 – Apr 30): Half-time, focused on planning, budgeting, and grant-writing, with flexibility for remote work
Requires availability for Board meetings outside regular hours and on-site presence during holiday weekends in high season.
Minimum Qualifications
Bachelor's degree in public/business administration, management, political science, or related field
Five years of experience administering a public agency
Two years of experience working with an elected board of directors
Valid California driver's license, satisfactory driving record, and insurable by the District
Must successfully pass a background check and reference checks

Strong financial acumen, including GASB-compliant reporting and budgeting
Working knowledge of California special district governance
Contract negotiation and administration
Strong analytical, communication, and public engagement skills
Disaster Services Worker
