Job Description

 

Accountable for assisting in promoting accountability, integrity, and efficiency in the South Florida Water Management District. Performs several services including, but not limited to, studying and evaluating internal controls, reviewing operating practices to promote increased efficiency and economy, conducting audits in accordance with audit plans approved by the Governing Board annually, carrying out certain investigative duties and responsibilities, and perform the applicable duties of state agency inspectors general as provided in s. 20.055, Florida Statutes.

Position is primarily accountable for assisting the Governing Board, through its Audit and FinanceCommittee, and the management of the District, in the effective discharge of their responsibilities as they relate to the District's accounting policies, internal controls, financial reporting practices, and accountability over its operations.


Prepares an annual comprehensive Internal Audit Plan including objectives and goals, staffing plans, financial budgets and audit schedules. Also develops and administers an annual operating budget. Supervises assigned staff. Work is performed within the guidelines of Generally Accepted Accounting Principles, Generally Accepted Governmental Auditing Standards, and Principles and Standards for Offices of Inspector General, to reasonably assure that District assets are adequately safeguarded and accurately accounted for; financial and contractual obligations are properly initiated and recorded; and that the internal operating policies and procedures promote efficient and effective business practice.

Is required to have a thorough knowledge of government environment, government accounting principles and procedures, and government auditing standards; auditing methodology, procedures and techniques, such as accounting, study and evaluation of internal controls, financial management, statistical sampling, and evaluation design and data analysis.

Knowledge of fundamental information systems and technology concepts to assess the adequacy of controls in a computer installation, evaluate whether data is properly protected, decide whether proper procedures are used to develop and maintain programs, understand controls needed to provide adequate backup and recovery for computers and software, and communicate effectively with information systems and technology personnel.

Incumbent should be skilled in statistical sampling and employ sound human relations/interpersonal communicationskills.

 

EDUCATION ANDEXPERIENCE

  • Bachelor’s degree in business administration from an accredited college or university with a majorin accounting, finance or a related field. 
    Five or more years of progressively responsible experience as an inspector general; managing programs for prevention, examination, detection, elimination of fraud, waste, abuse, mismanagement, malfeasance, or misconduct in government or other organizations; administration and management of complex audits and investigations; electronic data processing auditor, or any combination thereof.  The experience, at a minimum, consists of audits of units of government or private business enterprises, operating for profit or not for profit; or  

  • A Certified Public Accountant (CPA) or a master’s degree in accounting, business administration or public administration from an accredited college or university and 4 years of experience as stated above

LICENSES ANDCERTIFICATIONS

  • Certified Public Accountant (CPA)

  • Shall possess at appointment or obtain within one year after appointment a certification from the Association of Inspector General as a Certified Inspector General.

  • One or more other professional certifications, such as Certified IG Investigator, Certified IG Auditor, Certified IG Counsel, certified governmental financial manager, or certified fraud examiner, certified financial crimes investigator or other related certification, or be a licensed attorney.

  • Valid State of Florida Driver's License

PHYSICALREQUIREMENTS

  • Due to the District's response role and in the total scope of emergency management, this position may at times be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.

  • Sedentary: Mostly in an office environment sitting at a desk and operating a personal computer to produce workproducts.

Salary Range: $155,064 - $170,000
