Position Overview
All Hands Consulting is seeking experiencedFEMA Individual Assistance (IA) / Disaster Housing Specialists to join ourRecovery Cadre.
This role provides advisory and operational support to state and local governments implementingIndividual Assistance (IA) programs and disaster housing solutions following major disaster events. Specialists will assist clients in developing and managing temporary housing strategies that transition survivors from shelters into safe and sustainable housing solutions.
This is a deployment-based consulting role and not an immediate full-time staff position. Qualified candidates will be placed in ourRecovery Cadre pipeline and considered for future disaster recovery missions aligned with their expertise and availability.
Assignments may includeremote support, intermittent travel, or extended disaster recovery deployments.
Key Responsibilities
Individual Assistance and Housing Specialists support disaster recovery operations through policy expertise, program implementation, and housing coordination.
Responsibilities may include:
Provide subject matter expertise onFEMA Individual Assistance (IA) programs and disaster housing policies.
Advise state and local governments on IA policies outlined in theIndividual Assistance Program and Policy Guide (IAPPG).
Support implementation oftemporary housing strategies for disaster survivors, including:
Transitional sheltering programs
Hotel or motel placements
Group housing sites
Temporary mobile housing units
Other emergency housing solutions
Assist clients in ensuring housing strategies comply withStafford Act requirements and FEMA regulations.
Provide technical assistance to government stakeholders onIA program policies, procedures, and operational best practices.
Support coordination betweengovernment agencies, community organizations, and housing partners to expand available housing resources.
Assist with development and management ofhousing program operations during disaster recovery missions.
Support documentation and program tracking to ensureprogram compliance and reporting requirements are met.
Serve as a trusted advisor to clients navigatingcomplex disaster housing challenges and survivor assistance programs.
Qualifications
Required
3+ years of professional experience in emergency management, disaster recovery, housing programs, or related fields.
Experience supportingFEMA Individual Assistance (IA) programs or disaster housing operations.
Bachelor’s degree in a relevant field such as:
Emergency Management
Public Administration
Urban Planning
Housing Policy
Public Policy
Social Services
Working knowledge of FEMA IA policies and regulations including:
Stafford Act Sections 403, 408, and 428
FEMA Individual Assistance Program and Policy Guide (IAPPG)
National Disaster Recovery Framework (NDRF)
Strong communication and coordination skills when working withgovernment stakeholders and community partners.
Preferred
Experience supportingdisaster housing missions or temporary housing programs.
Experience coordinatingshelter transition and survivor housing programs following disasters.
Familiarity withmulti-agency housing coordination and disaster recovery program operations.
Experience working withstate or local emergency management agencies.
Work Environment and Deployment Expectations
Assignments may include:
Remote recovery program support
Travel to client locations
Extended deployments supportingfederal, state, or local disaster recovery operations
Candidates should be comfortable working infast-paced disaster recovery environments that involve coordination with multiple agencies and community partners.
