POSITION SUMMARY
The Director of Plant Facilities provides strategic and operational leadership for the College’s buildings, grounds, transportation fleet, motor pool, utilities, energy-management systems, and fire and life-safety systems. This position ensures a safe, healthy, functional, and welcoming environment for students, employees, and visitors. The director plans, schedules, and oversees maintenance and repair activities, custodial operations, and contracted services while ensuring facilities operations support the College’s budget priorities, service expectations, and strategic objectives.

RESPONSIBILITIES

Essential Functions
- Direct, supervise, develop, and evaluate facilities supervisors. Ensure employees receive appropriate training and maintain required certifications and licenses for their assigned duties.
- Oversee supervision of the maintenance, repair, and upkeep of college buildings and grounds, including electrical, plumbing, heating, air-conditioning, and ventilation systems.
- Develop, administer, and monitor departmental budgets. Authorize the purchase of equipment, materials, and supplies; maintain appropriate inventory controls; and prepare capital outlay improvement requests.
- Develop, implement, and oversee preventive maintenance, renewal, and renovation programs for buildings, grounds, mechanical and electrical equipment, utilities, and fire and life-safety systems.
- Oversee custodial operations to ensure college buildings and premises are clean, sanitary, safe, and prepared for daily use.
- Serve as the administrator responsible for facilities safety and compliance with applicable physical-accessibility requirements, including ADA standards.
- Develop project scopes and specifications; estimate equipment, material, labor, and supply costs; prepare bid specifications for equipment, construction projects, and contracted services; and oversee work performed by outside contractors.
- Contribute to HutchCC’s strategic and capital planning by evaluating current facility conditions, forecasting future needs, and recommending practical, cost-effective solutions.
- Oversee college fleet operations and maintenance, including buses and motor-pool vehicles.
- Oversee shipping and receiving activities.
- Manage the operation, maintenance, and continuous improvement of building automation and energy-management systems, HVAC, plumbing, electrical systems, fire alarms, construction sites, and landscaping.
- Collaborate with campus departments and employees to ensure facilities, custodial services, utilities, grounds, security support, and room setups are prepared for college programs and events.
- Represent the Facilities department on assigned college committees and contribute facilities expertise to institutional initiatives.
- Arrive on time for work, attend work regularly, and successfully complete the responsibilities of the position.

Supervision
This position provides direct and indirect supervision across the Facilities department, including departmental coordinators, supervisors, full and part-time employees, and student staff.
KNOWLEDGE, SKILLS, AND QUALIFICATIONS

Required
- Bachelor’s degree required in the field of Construction Management, Engineering, Architecture, or related technical discipline.
- A minimum of five years of experience in the supervision of custodial and/or maintenance operations and employees.
- Knowledge of preventive maintenance, asset management, lifecycle planning, and facilities-condition assessment.
- Substantial experience with and knowledge of ADA standards, Department of Labor, EPA regulations, boiler, life safety, and building code compliance.
- Computer literacy includes experience with automated work and purchase orders, spreadsheets, and report generation.
- Demonstrated project-management skills with the ability to coordinate multiple projects, deadlines, contractors, and business needs.
- Proven ability to analyze operational and financial information, forecast facility needs, and recommend practical, cost-effective solutions.
- Effective problem-solving and decision-making skills, particularly during emergencies, utility disruptions, and other time-sensitive situations.
- Possess and maintain a valid driver’s license and meet college requirements for operating college-owned or leased vehicles, including a good driving record.
- Good communication skills both verbally and written.
- Physical requirements include excellent vision, excellent eye/hand/foot coordination sufficient to operate equipment, and the ability to assist in lifting heavy objects (possibly up to 100 pounds). May work in adverse conditions such as weather, possible exposure to blood, bodily fluids, tissue, and communicable disease. This job is predominately indoor/outdoor work environment.
- Mental requirements include the ability to learn and comprehend basic instructions about the position.

WAGE & STATUS
The salary is commensurate with qualifications as determined by Hutchinson Community College administration. This is a full-time, benefit-eligible, exempt administrative position. Employment is at-will and scheduled on a 12-month, year-round basis.

Satisfy the duties of a Campus Security Authority (CSA) relating to Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (“Clery Act”) by:
- Promptly reporting Clery Act crimes and/or allegations of Clery Act crimes to the designated HutchCC official(s) in accordance with applicable laws, policies, and procedures.
- Completing any HutchCC provided CSA training regarding campus safety and crime reporting issues.
- Assisting in the issuance of timely warnings and emergency notifications in accordance with applicable laws, policies, and procedures.
- Serving as a resource to students, employees, and others regarding crime prevention, reporting, and victim assistance; and
- Collaborating with the Coordinator of Campus Safety, the Coordinator of Title IX & Title VI, and the Director of Human Resources, regarding campus safety and compliance issues.
- A professional counselor, as designated by HutchCC and whose official responsibilities include providing mental health counseling to members of the HutchCC community, may be exempt from reporting Clery Act crimes and/or allegations of Clery Act crimes when functioning within the scope of the counselor’s license or certification.
