Job Summary
General Atomics Global Japan, an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.Under the direct leadership of the assigned Director of Human Resources, this position serves as the primary HR leader for General Atomics Global Japan. The role is responsible for managing and actively participating in one or more human resources function(s) for the company or for one or more assigned segment(s) of the company, typically through subordinate human resources professionals and/or external service providers. Advises employees and managers regarding policies and procedures, relevant Japanese laws and regulations, and global HR standards, and makes or recommends appropriate decisions with regard to human resources matters. Contributes to the development of current, annual, and long-term objectives for the function(s). May represent the function(s) to outside agencies and external partners in Japan.
DUTIES AND RESPONSIBILITIES:
- Manages and actively participates in one or more of the following human resources function(s) for the company or for one or more assigned segment(s) of the company: employee relations, compensation, benefits, recruiting, and/or training and development, with a specific focus on Japan operations. Plans, coordinates, and initiates employee/manager interactions to ensure effective communication in Japanese and English.
- Manages employee relations matters in Japan, including counseling, performance management support, and disciplinary processes, ensuring alignment with Japanese labor law and GA policies while respecting local cultural norms.
- Oversees local compensation and benefits programs, including coordination of payroll, social insurance, statutory benefits, and company-sponsored programs, in cooperation with external vendors and consultants as needed.
- Leads recruitment activities in Japan, including collaboration with local recruitment agencies, universities, and job platforms, and ensures attraction, selection, and retention of talent in line with GA’s global standards and local market practices.
- Coordinates training and development programs that address both global requirements and local needs, including compliance training and employee communications prepared in Japanese.
- Reviews and analyzes reports and records. May develop new or revise existing processes and procedures and make internal and external presentations, including to global HR and local management.
- Initiates, plans and coordinates project(s) including determining project schedule to meet business objectives, ensuring effective alignment between Japan HR initiatives and global HR programs.
- Provides counsel and assistance to employees and all levels of management, serving as the key HR point of contact for the Japan entity.
- Develops and recommends modifications to human resources policies and procedures. Manages and participates in the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required management, professional, and technical talent in Japan.
- Maintains strict confidentiality of sensitive information and ensures HR data handling complies with Japanese data protection laws and GA’s global privacy standards.
- Represents the company in HR-related matters with external parties in Japan, including government agencies, benefits providers, and recruitment partners. May interact with labor-related bodies or employee representatives as applicable.
- Responsible for ensuring all laws, regulations, and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company, including but not limited to Japanese labor and employment laws and regulations. Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.

Job Qualifications
- All eligible applicants must be legally authorized to work in Japan and reside in Japan.
- Typically requires a bachelor’s degree in business administration, human resources, or a related discipline and eleven or more years of progressive human resources professional experience, including significant experience in Japan. Additional professional experience or formal training in human resources may be substituted in lieu of education.
- HR-related certifications or professional qualifications in Japan are a plus.Â
- Must have thorough knowledge in the application of human resources principles, concepts, theories, regulations, and practices, including Japanese labor and employment law, and have comprehensive project leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.

- Fluent Japanese (native-level or equivalent) and strong business-level English, with the ability to communicate clearly with local employees and global HR leadership
- the ability to exercise a high degree of independent judgment in resolving complex management and technical human resources problems in a multinational environment
- Ability to interpret policies and procedures and adapt global HR policies to the Japanese context while maintaining compliance with local law and the ability to serve as spokesperson on human resources projects and be technically knowledgeable in one or more areas of human resources
- Ability to develop and administer budgets, schedules and performance standards
- Strong communication, leadership, presentation, and interpersonal skills to enable an effective interface with other units, departments, all levels of management, professional and support staff, and external parties including Japanese government representatives and service providers
- Knowledge of computer applications and operations pertinent to the field.
- Must be able to work on a self-initiated basis and in a team environment, and able to work flexibly to support coordination with global time zones.
- Domestic and occasional international travel may be required.
