Detailed Job Description (scope and responsibilities):
- The Oracle Utilities MDM Technical Lead / Solution Designer will be responsible for designing and delivering complex technical solutions within the Oracle Utilities Meter Data Management (MDM) platform for a strategic Systems Integration (SI) program.
- The role requires deep expertise in Oracle Utilities Meter Data Management (MDM), strong knowledge of the Oracle Utilities Application Framework (OUAF), and advanced Groovy development skills.
- Working from approved functional and solution designs, the individual will be responsible for producing detailed technical designs, implementing complex customizations, guiding development teams, and ensuring that technical solutions are scalable, performant, maintainable, and aligned with Oracle Utilities development standards.
- Experience with Oracle Utilities Customer Care & Billing (CC&B) is highly desirable to support MDM-to-CC&B integration and end-to-end meter-to-cash processes.
- Lead the technical design and implementation of Oracle Utilities MDM solutions across key functional areas including Device Management, Usage Acquisition, Validation, Estimation and Editing (VEE), Usage Calculations, Aggregations, Service Point and Device Lifecycle Management, and Meter Data Integration.
- Produce detailed technical design specifications based on approved functional requirements and solution architecture.
- Design, develop, and review complex customizations within Oracle Utilities MDM using OUAF and Groovy.
- Lead the implementation of custom algorithms, business services, service scripts, business objects, plug-ins, extension points, batch processes, and framework extensions.
- Design and develop reusable Groovy components to support business rules, validations, workflow automation, usage processing, and system integrations.
- Provide technical leadership and oversight for development activities, ensuring adherence to Oracle Utilities development standards, coding best practices, and performance requirements.
- Conduct technical design reviews, code reviews, and solution walkthroughs to ensure consistency, quality, maintainability, and scalability.
- Troubleshoot and resolve complex technical issues involving MDM, OUAF components, Groovy scripts, integrations, and batch processing.
- Optimize application performance through efficient design of algorithms, batch jobs, database interactions, and framework extensions.
- Collaborate with integration teams to support interfaces between MDM, CC&B, AMI/Head-End Systems, Enterprise Service Bus (ESB), Data Warehouses, and other enterprise applications.
- Support environment deployments, release activities, SIT, UAT, production implementation, and hypercare support.
- Analyze defects, perform root cause analysis, develop remediation plans, and implement long-term technical solutions.
- Produce and maintain high-quality technical documentation including technical design documents, configuration specifications, development standards, deployment procedures, and support documentation.
- Mentor developers and technical team members on OUAF architecture, Oracle Utilities development standards, and Groovy best practices.
- Ensure all assigned deliverables under Section 2: Deliverables are completed on time and in accordance with client commitments.
- Strong hands-on experience with Oracle Utilities Meter Data Management (MDM), including multiple implementation, enhancement, upgrade, or support programs.

- Demonstrated experience authoring technical design documents and translating approved functional designs into detailed technical implementations.
- Strong experience conducting code reviews and establishing development standards for Oracle Utilities projects.
- Experience troubleshooting and optimizing Groovy-based customizations for performance, scalability, and maintainability.
- Experience supporting complex integrations involving Oracle Utilities MDM, CC&B, AMI/Head-End Systems, CIS applications, Data Warehouses, Analytics Platforms, and Enterprise Integration solutions.
- Working knowledge of Oracle Utilities CC&B and meter-to-cash integration processes is highly desirable.
- Experience supporting large-scale utility transformation programs through development, testing, deployment, cutover, and production support phases.
- Strong analytical, problem-solving, and technical leadership capabilities.
- Excellent communication and documentation skills with the ability to work effectively across architecture, integration, infrastructure, and testing teams.
- Experience with Agile delivery methodologies, DevOps processes, CI/CD pipelines, release management, and production support
