The Health Service Content Manager has primary responsibility for oversight of the health related
(medical, dental, nutrition, mental health) services for Head Start and Early Head Start. Ensure the
appropriate and timely provision of health services to Head Start/Early Head Start children. Assure
integration, coordination, and accountability internally and with community resources to ensure that the
children have a safe, nurturing, secure, and quality environment as required in Head Start Performance
Standards Subpart D of 1302. This includes onsite visits to various centers at least 2 days a week. The
Health Services Manager will review, monitor and develop systems, including the creation and updating
of processes and procedures on an ongoing basis to ensure the implementation of a high-quality health
program. This position will supervise other health-related service area Specialists as assigned.
Essential Duties and Responsibilities include the following. Other duties may be assigned as deemed necessary by management.
Program Administration and Coordination
- Supervises other Specialists performing health and nutrition related services.
- Coordinate and communicate with the Program Director as appropriate about all aspects of health-related services. Participate in various program team meetings.
- Lead, coordinate, implement, and/or monitor health services. (i.e., hearing, vision, and dental screenings; nutrition assessments, immunizations, physical examinations, dental examinations, medical and dental treatment, etc.)
- Coordinate and monitor treatments and procedures of current child health conditions/concerns. (i.e., asthma, seizure disorders, communicable diseases, head lice, etc.)
- Coordinate with Public Health Departments as necessary for program needs.
- Lead staff to guide program parents/guardians in assuring primary responsibility for their child's health care.
- Secure and distribute needed information on Health issues and technical assistance to center staff. Coordinate with the Health Team prior to child enrollment and throughout the process.  Â
- Lead and coordinate data entry of enrolled participant health records, including reviewing, evaluating, and interpreting the records.
- Integrate health and nutrition education into the Head Start/Early Head Start Program.
- Organize and facilitate the Health Services Advisory Committee (HSAC) meeting one or more times a year to support the planning of program health services and ensure community health-related services are available and accessible to program families.
- Recruit, establish, and maintain relationships and collaborate with medical and dental providers and other community agencies and partners, utilizing resources that enhance health service delivery for Head Start/Early Head Start children and families.
- Promote, facilitate, and monitor health and safety practices in the program in part by coordinating staff and parent/guardian training in first aid, emergency medical procedures, communicable disease, CAN (Child Abuse/Neglect), etc.
- Facilitate agreements or delegate the facilitation of agreements with providers to meet Performance Standards requirements.
- Coordinate, direct as appropriate, and monitor the work of health providers/consultants, ensuring timely receipt of services and payment of consultant/provider.
- Works cooperatively with all content managers and specialists to ensure the health care needs of program children are fulfilled to the Program’s capability/responsibility.
- Respond to identified needs within the Program and intervene on behalf of families and staff; provide expertise and support in specialty areas.
Education and/or ExperienceÂ
Per Head Start Performance Standards-Bachelor's degree (B. A/S.) in health or a related field from a four-year college or university.Â
Minimum three years’ supervisory experience.Â
Prefer experience with trauma-informed care processes.
