Procurement Strategy and Planning
Strategic Planning: Design, develop, and execute the overall procurement strategic planning process for the HBI project, aligning supply chain activities with the project’s Master Schedule and budget.
Risk Management: Lead contract and risk management activities for all major procurement packages, identifying, mitigating, and managing commercial risks across the global supply chain.
Global Sourcing: Leverage global supply chain knowledge to identify, evaluate, and qualify international vendors and suppliers for major equipment, bulk materials, and services.
Project Execution and Contract Management
Phase Management (Design to Operations): Direct procurement activities across all project phases, ensuring all purchase orders and contracts support the progression from initial design, engineering, construction, start-up, and future operations.
Vendor & Supplier Management: Implement a rigorous vendor and supplier management system, overseeing vendor pre-qualification, bid solicitation (RFQ/RFP), technical and commercial evaluation, and negotiation.
Delivery Management: Work closely with Project Control and Construction teams to ensure all materials and equipment deliveries are managed to meet schedule and deadlines, focusing on logistics, expediting, and inventory control.
Leadership and Team Integration
Team Leadership: Recruit, mentor, and manage the procurement team, fostering a high-performance culture focused on achieving cost-savings, on-time delivery, and quality compliance.
Project Team Environment: Demonstrate past experience of being part of projects from design to realisation within a project team environment, integrating the procurement function seamlessly with engineering, construction, and finance.
Cost Control & Budgeting
Collaborate with finance and project managers to manage procurement budgets.
Track and report on procurement expenditures and savings.
Compliance & Reporting
Ensure adherence to company policies, industry regulations, and ethical standards.
Maintain accurate procurement records and generate regular reports for senior management.
Job Knowledge/ Education/ Qualifications & Skills
Education and/or Experience:
Bachelor’s or Master’s degree in Engineering, Business Administration, Supply Chain Management, or a related field. Professional certifications (e.g., CPSM) are a plus.
A minimum of10–19+ years of progressive experience, with at least 5 years in a senior procurement leadership role on large-scale capital projects.
Industry Experience: A proven track record in projects involvingmining, processing, and metallurgical facilities is highly advantageous.
Technology Experience: Experience working with major technology licensors and suppliers common in the DRI/HBI industry (e.g., Tenova, Midrex) is strongly preferred.
Technical Skills:
Expert knowledge of various contracting strategies (Lump Sum, Cost Reimbursable, Unit Rate) and advanced negotiation skills.
Language:
Fluency in English is mandatory.Multi-language skills are a significant advantage; proficiency in Azerbaijani, German, Italian, Chinese (Mandarin), or Russian is a definite asset due to the international nature of the supply chain.
Location:
full-time in Baku, Azerbaijan, but with business trips to required locations.
