Position Overview
We are seeking an experienced Human-Centered Design (HCD) Lead / Business Analyst to support the design and continuous improvement of digital products and services for the U.S. Department of Justice (DOJ).
This is a hybrid role combining Human-Centered Design, user research, business analysis, process analysis, and product discovery. The ideal candidate will be able to understand user and stakeholder needs, analyze business processes, identify opportunities for improvement, and translate findings into clear, actionable requirements for product and engineering teams.
The successful candidate will work closely with users, business stakeholders, Product Managers, designers, developers, and other cross-functional team members to ensure that solutions are usable, accessible, efficient, and aligned with mission needs.
Key Responsibilities
- Lead and facilitate Human-Centered Design activities throughout the product development lifecycle.
- Conduct user research, stakeholder interviews, workshops, contextual inquiry, usability testing, and feedback sessions.
- Identify user needs, pain points, business challenges, and opportunities for process improvement.
- Analyze current-state and future-state business processes, workflows, and user journeys.
- Develop user personas, journey maps, process maps, service blueprints, and other HCD artifacts as appropriate.
- Translate research findings and business needs into clear functional requirements, user stories, acceptance criteria, and product backlog items.
- Collaborate with Product Managers and Product Owners to prioritize requirements based on user needs, business value, mission impact, and technical considerations.
- Work closely with UX/UI designers and development teams to ensure user needs are incorporated into product designs and technical solutions.
- Facilitate requirements-gathering and discovery sessions with business and technical stakeholders.
- Identify gaps, inefficiencies, redundancies, and opportunities to improve existing processes and digital experiences.
- Validate proposed solutions with users through prototypes, usability testing, feedback sessions, and iterative discovery.
- Analyze and synthesize qualitative and quantitative user feedback to identify trends and actionable insights.
- Support development of product roadmaps and continuous improvement initiatives.
- Participate in Agile ceremonies including backlog refinement, sprint planning, demonstrations, and retrospectives.
- Support development of business requirements documents, functional specifications, process documentation, and other product artifacts.
- Collaborate with QA and development teams to clarify requirements and validate that delivered functionality meets user and business needs.
- Help define and track customer experience and usability metrics.
- Promote accessibility, usability, inclusivity, and user-centered practices across product development activities.
- Communicate research findings, requirements, recommendations, and design considerations to both technical and non-technical stakeholders.
- Support change management and stakeholder adoption of new or enhanced digital capabilities.
Required Qualifications
- Bachelor's degree in Business, Information Systems, Human-Computer Interaction, Design, Psychology, Computer Science, or a related field, or equivalent experience.
- 5+ years of experience in Business Analysis, Human-Centered Design, UX Research, Product Discovery, or a related discipline.
- Demonstrated experience combining business analysis and user-centered design/research practices.
- Experience conducting stakeholder interviews, requirements-gathering sessions, workshops, and user research.
- Experience analyzing business processes, workflows, user journeys, and operational requirements.
- Experience developing user stories, acceptance criteria, functional requirements, process flows, and other business/product documentation.
- Experience working with Agile/Scrum product teams.
- Experience collaborating with Product Managers, UX/UI designers, developers, QA professionals, and business stakeholders.
- Strong analytical, facilitation, communication, presentation, and problem-solving skills.
- Ability to translate complex business and user needs into clear and actionable product requirements.
Preferred Qualifications
- Experience supporting U.S. Federal Government digital services or technology programs.
- Experience with Human-Centered Design (HCD), Design Thinking, or Service Design methodologies.
- Experience with usability testing and customer/user research.
- Experience with journey mapping, personas, service blueprints, and experience mapping.
- Experience with prototyping and tools such as Figma, Miro, FigJam, or similar platforms.
- Experience working in a digital product development environment.
- Experience with accessibility and Section 508 requirements.
- Experience using Agile tools such as Jira, Azure DevOps, or similar platforms.
- Experience analyzing customer experience, usability, product adoption, or other product performance metrics.
- Experience with organizational change management and stakeholder engagement.
- Relevant certifications in Business Analysis, UX/HCD, Agile, Product Management, or Service Design are a plus.
Compensation:
The expected compensation range for this position is $65,965 - $136,794 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs.
The posted range reflects the Sky's reasonable estimate at the time of posting and does not guarantee a specific salary or rate. Final compensation will be determined based on the selected candidate's qualifications and applicable contractual and business considerations.
