Schedule

Flexible and varied- On site with travel within service areas, and some out-of-area travel.

Salary Range

$70,000 - $73,000

JOB SUMMARY

The Grants and Program Development Coordinator supports VOA's efforts to secure public and private funding and develop new programs that advance the organization's mission. This position researches funding opportunities; develops competitive grant applications, with particular emphasis on federal, state, and local government grants; supports grant reporting and compliance; and assists with the research, planning, and pre-development work required to launch new programs and services.

The Coordinator works closely with Agency Advancement, Program, Finance, Operations, Facilities, leadership, and external partners to develop strong proposals, meet grant requirements, and move promising program concepts from initial research through funding and implementation planning. The position requires strong writing, research, project-management, and organizational skills, including the ability to interpret government funding requirements and manage multiple deadlines.

JOB DUTIES AND RESPONSIBILITIES

Grant Development and Writing

  • Research and identify government, foundation, and other funding opportunities that align with VOA's programs and strategic priorities.
  • Lead or assist in preparing federal, state, county, municipal, and private grant applications.
  • Review RFPs, Notices of Funding Opportunity, funding announcements, and related guidance to identify eligibility requirements, priorities, scoring criteria, required attachments, and deadlines.
  • Collaborate with program and leadership staff to develop needs statements, program descriptions, goals, objectives, outcomes, work plans, evaluation plans, and sustainability strategies.
  • Coordinate with Finance and program staff to obtain budgets, program data, organizational information, and required application materials.
  • Maintain standard organizational information, program descriptions, data, and supporting documents used in grant applications.
  • Assist with electronic submissions through federal, state, and local grant portals.

Government Grant Reporting and Compliance

  • Assist with the preparation and submission of required government grant reports.
  • Maintain a calendar of reporting requirements, deadlines, deliverables, and other grant obligations.
  • Work with program and Finance staff to gather accurate information for timely reporting.
  • Review grant awards, contracts, and funding requirements and communicate key deliverables and performance expectations to appropriate staff.
  • Monitor progress toward grant goals, objectives, performance measures, and funder requirements.
  • Identify potential compliance or performance concerns and coordinate with appropriate staff to address them before reporting deadlines.
  • Maintain VOA's status in SAM, SFS, VendRep, and other government systems.

Program Development and Pre-Development

  • Research community needs, funding priorities, best practices, and service gaps to support new programs and expansion of existing services.
  • Assist leadership and program staff with program concepts, including target populations, service models, staffing plans, partnerships, timelines, budgets, and anticipated funding sources.
  • Conduct pre-development research on regulatory and licensing requirements, site and facility needs, operating models, potential partners, and sustainability considerations.
  • Coordinate planning and information gathering among Agency Advancement, Program, Finance, Operations, Facilities, and external partners.
  • Assist with feasibility assessments, implementation plans, project timelines, and other materials used to evaluate and advance program opportunities.
  • Support the development of partnerships, memoranda of understanding, letters of support, and other collaborative arrangements for programs and grant applications.
  • Maintain organized records of development opportunities, planning activities, funding prospects, and next steps to move projects from concept to implementation.

Grant Administration and Coordination

  • Maintain accurate electronic grant files, including applications, award documents, contracts, reports, correspondence, and supporting materials.
  • Track pending applications, awards, renewals, reports, and other grant-related activities.
  • Coordinate grant-related meetings and follow-up activities involving Agency Advancement, Program, Finance, and other departments.
  • Assist with grant renewals and continuation applications.
  • Develop working knowledge of VOA's programs, populations served, service models, funding streams, and community partnerships.
  • Support other Agency Advancement activities as assigned.

EXPERIENCE AND EDUCATION QUALIFICATIONS

  • Bachelor's degree in nonprofit management, public administration, communications, English, social sciences, human services, business, or a related field required. An equivalent combination of education and relevant experience may be considered.
  • Minimum of 3 years of experience in grant writing, grant administration, nonprofit development, program development, government contracting, or a related field preferred.
  • Demonstrated experience developing successful grant proposals; experience with federal, state, or local government grants strongly preferred.
  • Experience with government grant reporting, compliance, contracts, program development, or project planning preferred.
  • Experience working in a nonprofit or human services environment preferred.
  • Excellent written communication and editing skills, including the ability to translate complex program information into clear, compelling grant narratives.
  • Strong research, analytical, organizational, and project-management skills, with the ability to manage multiple applications, reports, and deadlines.
  • Ability to interpret complex RFPs, Notices of Funding Opportunity, regulations, grant agreements, and reporting requirements.
  • Strong attention to detail and commitment to accuracy.
  • Ability to collaborate with program, Finance, leadership, administrative staff, and external partners.
  • Ability to gather information from multiple sources and organize it into a cohesive proposal or report.
  • Proficiency with Microsoft Office, particularly Word and Excel, and the ability to learn government grant-management and submission systems.
  • Ability to work independently, take initiative, and follow projects through completion.
  • Commitment to VOA's mission and to serving individuals and families experiencing poverty, homelessness, behavioral health challenges, and other barriers to stability.

Success in this position includes timely submission of high-quality grant applications and reports; growth in the number and quality of government and private funding opportunities pursued; accurate tracking of grant requirements and deadlines; stronger coordination among Agency Advancement, Program, Finance, and Operations; and effective support of new program opportunities from initial research and concept development through funding and implementation planning.

PHYSICAL AND WORKING REQUIREMENTS

The position requires speaking and hearing at normal conversational levels, including conveying and receiving detailed information through oral communication. The employee must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. The work is primarily sedentary, with occasional walking and standing. Close visual acuity is required for preparing and analyzing data, viewing a computer terminal, extensive reading, and reviewing detailed documents.

The majority of essential duties are performed indoors in an office or program-site environment. The employee is generally protected from weather conditions but may experience temperature changes.
