Project: As-Needed GIS Professional Support Services / ArcGIS Utility Network Migration
Location: Detroit, Michigan

Position Overview
DWSD is seeking a senior-levelGIS Systems Architect to provide technical leadership for its enterprise GIS infrastructure and ArcGIS Utility Network migration.
The GIS Systems Architect will lead and supportenterprise GIS architecture, server infrastructure, ArcGIS Enterprise/Server configuration, SaaS/PaaS evaluations, database architecture, system performance, security, migration planning, Utility Network architecture, and application integration.
The Architect must combine deep Esri expertise with broad IT infrastructure knowledge and the ability to communicate architectural recommendations to both technical and non-technical stakeholders.
DWSD specifically requires10+ years of Esri/ArcGIS experience and at least5 years of advanced MS SQL Server/Oracle experience involving versioned enterprise geodatabases.
Key Responsibilities
- Serve as a technical leader for DWSD's enterprise GIS environment.
- Plan and manage departmental GIS infrastructure.
- Design enterprise GIS hardware and software configurations.
- Evaluate and support server-related hardware and software migrations.
- EvaluateSaaS and PaaS options and prepare technical feasibility assessments.
- Design architectures based on system load, security, use cases, availability requirements, performance, and budget.
- LeadArcGIS Server configuration and optimization.
- Configure and support HTTP/SSL for GIS web applications.
- Optimize GIS server performance.
- Manage reverse-proxy configurations usingIIS/ARR.
- Support enterprise geodatabases usingMicrosoft SQL Server and/or Oracle.
- Provide technical leadership across GIS and IT infrastructure activities.
- Document proposed architectures, technical solutions, migration approaches, and recommendations.
- Support cost estimation and technical planning.
- Communicate with stakeholders with varying levels of technical expertise.
- Collaborate with DWSD leadership, Services Management, Solutions Management, GIS personnel, Operations, and Engineering.
ArcGIS Utility Network Responsibilities
- Defining the overall Utility Network migration strategy.
- Establishing migration timelines, tools, methodologies, and technical sequencing.
- Assessing existing GIS data readiness.
- Using tools such as theUtility Network Readiness App to identify data-quality issues.
- Working with data owners to resolve errors, inconsistencies, and missing information.
- Designing the target Utility Network architecture.
- Addressing domain changes, authentication, security rules, performance, and user access.
- Defining feature classes, attributes, domains, relationships, and network structure.
- Mapping DWSD's existing GIS data model into the new Utility Network model.
- Configuring the Utility Network withinArcGIS Pro and/or ArcGIS Enterprise.
- Enabling subnetworks.
- Configuring tracing functionality.
- Establishing editing workflows.
- Supporting modification of existing applications to operate with the Utility Network.
- Validating migrated data.
- Testing network connectivity and tracing.
- Recreating or updating maps and web applications using the new Utility Network feature services.
- Establishing appropriate access and security for production users.
Required Qualifications
- 10+ years of experience with Esri/ArcGIS software, including Desktop and Server technologies.
- Experience planning and managing organizational or departmental GIS infrastructure.
- Advanced knowledge ofArcGIS Server, including installation, configuration, optimization, and GIS service creation.
- Minimum5 years of advanced experience with Microsoft SQL Server and/or Oracle supporting versioned enterprise geodatabases.
- Strong enterprise GIS architecture experience.
- Experience with server and software migrations.
- Strong understanding of system performance, availability, security, and scalability.
- Ability to develop technical architecture and feasibility documentation.
- Strong written and verbal communication skills.
- Ability to communicate effectively with both technical and non-technical stakeholders.
