GIS Analyst

Job Overview:

Seeking for an advanced GIS Analyst to support the Highway Maintenance Management Section. The candidate will work under the guidance of the HMMS Program Manager and engage in advanced GIS analysis, enterprise asset data management, GIS application development, and technical coordination. Responsibilities include analyzing, validating, and maintaining GIS data related to maintenance assets, developing GIS applications using ESRI technologies, and serving as a technical liaison between ITD, asset management system administrators, and users.

Qualifications:

• BS/BA in GIS, Geography, Cartography, Computer Science, or related field with GIS experience.
• 4-8 years of experience in GIS and GIS application development.
• Minimum of 5 years of experience designing, building, and delivering web applications.
• Experience developing web applications using ArcGIS API for JavaScript or other JavaScript mapping APIs.
• Excellent problem-solving, verbal, and written communication skills.
• Experience in developing complex analysis and mapping projects.
• Ability to communicate technical information to non-technical users effectively.
• High competence in ESRI GIS software suite (ArcGIS Pro 3.x and higher), including ArcSDE and ArcGIS Enterprise.
• Proficiency in Python and ability to work independently.

Preferred Qualifications:

• Proficiency in data extraction, analysis, and scripting tools, preferably Oracle SQL and PostgreSQL.
• Experience with LRS and knowledge of ESRI Roads & Highways or similar systems.
• Experience with enterprise asset management systems and datasets.
• Experience in Reporting Tools such as Power BI.

Must Have Skills:

• Experience in GIS and GIS application development: 6 Years
• Experience in ESRI GIS Software Suite (ArcGIS Pro 3.x and higher): 5 Years
• Ability to communicate technical information to non-technical users: 5 Years
