Intro/Program Description: Goddard Riverside Community Center (GRCC) is a well-established Manhattan community-based agency with an annual operating budget of approximately $ 90 million. GRCC is one of New York City’s leading human service organizations meeting the basic needs of children, youth and families, homeless people, and older adults through 50 plus programs at 22 sites across Manhattan.

 

Purpose of Position: The Fiscal Contract Analyst is responsible for supporting financial oversight, administration, and compliance of government and privately funded contracts. This position ensures accurate budgeting, invoicing, reporting, reconciliation, and monitoring of contract performance while serving as a liaison between program operations, finance, and funding agencies. The Fiscal Contract Analyst provides financial analysis and recommendations to maximize contract utilization and maintain compliance with funder requirements.

 

Schedule: Monday through Friday, 9:00am to 5:00pm

 

Salary Range: $82,500 - $95,000

 

Candidates must have the required qualifications to be considered for the position. The salary offer will be based on the candidate’s number of years experience in the exact or comparable position and additional preferred qualifications will be taken into account.

  • Manage assigned contracts, grants, and funding agreements throughout the fiscal lifecycle.
  • Monitor contract budgets, expenditures, receivables, and funding utilization.
  • Prepare and submit invoices, vouchers, and support documentation through funder systems.
  • Track payments, advances, recoups, and outstanding receivables.
  • Conduct budget-to-actual analyses and identify spending variances.
  • Prepare budget modifications, amendments, and fiscal reports for funders.
  • Reconcile contract balances and investigate billing discrepancies.
  • Collaborate with program leadership to develop spending plans and staffing allocations by funding sources.
  • Ensure compliance with city, state, federal, and private funder requirements.
  • Coordinate fiscal activities with subcontractors and vendors.
  • Support audits, site visits, and fiscal monitoring reviews.
  • Maintain fiscal procedures, workflows, and internal controls.
  • Provide technical assistance and fiscal guidance to program and operational staff.
  • Prepare management reports regarding contract performance, underspending, revenue opportunities, and fiscal risks.
  • Analyze financial data and make recommendations to improve contract utilization and financial performance.

 

Qualifications/Educational Requirements

  • Bachelor’s degree in accounting, Finance, Business Administration, Public Administration, or a related field preferred.
  • Minimum of five (5) years of experience in fiscal management, government contract administration, grants management, nonprofit finance, or a related field.
  • Experience managing government-funded contracts, preferably within New York City and New York State funding environments.
  • Knowledge of reimbursement-based contracts, grants management, budgeting, and financial reporting.
  • Proficiency in Microsoft Excel and financial management systems.
  • Experience with funding and procurement systems such as PASSport, HHS Accelerator, or similar platforms preferred.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple contracts and deadlines

Experience Level

  • Required: Minimum five (5) years of progressively responsible experience in fiscal management, contract administration, grants management, or nonprofit finance.
  • Preferred: Experience supporting supportive housing, workforce development, behavioral health, homeless services, aging services, or other human service programs funded by government agencies.
