POSITION SUMMARY:
The Fiscal Affairs Manager, Level 1 (Housing) provides fiscal oversight and management of the Housing Department’s programs, budgets, and financial operations. Reporting to the Chief of Housing, this role develops a deep knowledge of both the City’s housing programs and the City’s fiscal systems and works closely with CDD’s Manager for Budget & Finance to design and maintain financial systems, controls, and reporting processes that support the full range of Housing Department activities. These include high-volume transaction programs providing City funding for homeless services and emergency shelter, emergency rental assistance, homebuyer financial assistance, and support for affordable housing providers undertaking acquisition, construction, and permanent financing for affordable housing preservation and development.
ESSENTIAL JOB FUNCTIONS AND DUTIES:

- Work with the Manager for Budget & Finance to establish fiscal systems and financial controls that track revenue and expenditures across operating, capital, and grant funds; and develop and maintain procedures for fiscal processes including reporting requirements.
- Review and reconcile department expenditures via PeopleSoft inquiries and reports; research and resolve errors and discrepancies; and assist in the review and preparation of the department’s operating budget, capital and grant roll-forward schedules, and year-end closeout.
- Supervise the work of fiscal staff to ensure that fiscal department transactions are completed accurately and timely; provide guidance, feedback, and training as needed; and advise staff on procurement regulations and purchasing processes.
- Coordinate with the Manager for Budget & Finance and Housing staff to prepare Affordable Housing Trust reports and reconcile to funds and records; and monitor and prepare reports for other Housing funds as needed.
- Coordinate with department staff and the Manager for Budget & Finance on affordable housing development payables and special requirements; assist with the preparation of departmental accounts payable schedules and approve purchase order requests as needed; and respond to inquiries from the Auditing and Purchasing departments.
- Review payroll documents for accuracy and completion, edit as needed, and approve weekly payroll submissions; monitor staff benefits and oversee submission of accruals, increases, and special payments to payroll as required.
- Respond to staff and other inquiries related to fiscal transactions; and complete special projects as needed.
- Participate in Housing Department and CDD initiatives related to financial planning, reporting, and operational improvement.

QUALIFICATIONS:
Education/Experience
- Bachelor’s degree in accounting, business, finance, or a related field; plus five (5) to seven (7) years of progressively responsible financial experience; or an equivalent combination of education and experience.
- A master’s degree in a related field is preferred and may be substituted for two (2) years of work experience.
- Experience overseeing staff who perform fiscal transactions, preferably in a municipal or nonprofit organization; experience with grant administration preferred.
- An equivalent combination of education, training, and experience may be considered.
Knowledge, Skills, and Abilities:
- Working knowledge of financial software applications required; knowledge of PeopleSoft Financial/HR is preferred; familiarity with Smartsheet also preferred.
- Knowledge of the Cambridge community preferred.
- Exceptional organizational and analytical skills; strong attention to detail and ability to work independently and manage multiple simultaneous tasks and deadlines.
- Effective and professional written and verbal communication skills; ability to explain complex financial information clearly to non-financial staff.
- Proficiency in Microsoft Office Suite, particularly Excel and Word
- Ability to think analytically and creatively about processes, systems, and issues and propose solutions.
- Ability to handle confidential information with judgment and discretion.
- Ability to identify priorities and manage multiple simultaneous tasks and deadlines in a fast-paced environment.

SUPERVISION RECEIVED:
Works under the general direction of the Chief of Housing and in close coordination with CDD’s Manager for Budget & Finance, exercising substantial independent judgment in day-to-day fiscal management, financial reporting, and operational oversight.
SUPERVISION EXERCISED:
May directly supervise members of the CDD fiscal team as assigned, providing guidance, direction, and performance feedback and coordinating work with the Manager for Budget & Finance and department or division managers.
WORK ENVIRONMENT:
Work is primarily performed in a standard office environment with moderate noise and typical office equipment.
PHYSICAL DEMANDS:
Requires the ability to access, enter, and retrieve information using a computer, answer phone calls, attend meetings, and perform standard office functions.
