Reports to: Assistant Director of Facilities & Services
JOB SUMMARY
Under direction of Assistant Director of Facilities & Services (F&S), manages the day-to-day operations of plant operations & maintenance (POM) activities for facilities department. Provides leadership and supervision to the POM team. Oversees daily management of building systems, mechanical, electrical, energy management and fire/life safety functional areas. Develops, recommends, and administers policies, procedures, and processes in support of departmental operations. Responds to inquiries and requests for service from internal departments and supervises technical trade staff. Coordinates all work orders involving Preventative Maintenance Program and work requests to address facility needs of internal and external customers. Achieves F&S department and laboratory goals and objectives related to efficient and effective facilities maintenance and operation.
MAJOR DUTIES
1. Plans, organizes, maintains, and manages the operations and reliability of campus facilities and general infrastructure systems. Establishes and monitors preventative maintenance processes and programs and facility inspection processes for maintenance work based on best practices, standards and codes. Coordinates efforts with other members of the F&S management staff to optimize resources, maximize efficiencies, and support campus needs.
2. Leads and directs team of trades and support personnel. Works with trades personnel to troubleshoot equipment or systems problems when needed. Works with the Asst Director to hire, evaluate, train, discipline and recommend dismissal of staff as necessary.
3. Oversees and coordinates the department’s automated work order system for facilities management, the Computer Maintenance Management System (CMMS). Develops and modifies preventative maintenance program, including updating preventative maintenance routines based on manufacturer’s maintenance schedules using facility asset inventory and bar/QR -coding applications to integrate with the CMMS system. Reviews daily work orders via the Computer Maintenance Management System (CMMS) program and plans, schedules and assigns work orders to employees.
4. Participates in the development and implementation of training for POM trades staff to develop new technical skills necessary to maintain and operate campus facilities.
5. Inspects facilities for needed maintenance work or views work orders, complaints and other requests for services received from customers. Leads and inspects preventative maintenance work efforts and other work requests in terms of progress and completion and to ensure compliance of the unit’s activities to pertinent codes, regulations and guidelines.
6. Inspects work performed by service contractors for boiler, HVAC, plumbing, electrical, elevator, and other service contracts.
7. Coordinates the acquisition of supplies and materials to complete maintenance work activities via shop stock, warehouse, storeroom and/or local suppliers.
8. Develops, recommends, and administers policies, procedures, and processes in support of building maintenance operations; implements and monitors compliance with approved policies, procedures, and processes; reviews and updates written maintenance SOPs, instructions and manuals.
9. Supports the Asst Director in administering procurement and fiscal management activities associated with building maintenance activities, which may include preparing RFIs, RFPs, etc for maintenance related work to acquire trades and professional assistance. Monitors spending on projects and cost accounting basis; recommends and implements corrective spending plans. Ensures compliance with procurement policies; and/or, performing other related activities. Administers contracts, obtaining price quotes and bids as needed.
10. Participates in the development and administration of the building maintenance operating budget; coordinates the allocation of resources following budget approval. Participates in department capital budgeting and planning processes in relation to building maintenance capital renewal projects, deferred maintenance and program enhancements.
11. Monitors the safety and accessibility of the campus and its facilities and develops work requests to address safety and accessibility issues such as ADA, OSHA, DEP, and Local code requirements.
12. Performs quantitative and qualitative analyses and summarizes findings in applicable reports or other communication mediums.
13. Participates in/on a variety of meetings, committees, task forces, and/or other related groups as appropriate.
14. Oversees staff on-call program making sure off-hour call coverage is in place and effective. Receives calls from security related to off-hours emergencies if on-call does not respond. May need to physically respond to campus off-hours for emergencies on infrequent basis.
15. Serve as Category I Essential Personnel during emergencies. Expected to be available to prepare for a storm, provide facility protection during the storm, and take the first steps towards restoring normal operations.
16. Perform other related duties as assigned.
KNOWLEDGE/SKILLS REQUIRED:
Excellent interpersonal, written and oral communication skills. Project management principles.. Preventative maintenance principles and practices.
Operating characteristics and principles of building infrastructure systems such as HVAC, chillers, cooling towers, boilers, pumps, emergency generators, and electrical service and distribution;
Use and operation of Direct Digital Controls (DDC) and Energy Management Systems (EMS) including troubleshooting, system diagnostics, trending and trend analysis;
Methods of utilizing maintenance work order tracking systems (such as the Computerized Maintenance Management System) to maximize efficient and effective planning and execution of facilities maintenance work (preventative maintenance or on-going work requests);
Use and application of standard office support software, including email/calendar tools, word processing and spreadsheet applications.
EDUCATION/EXPERIENCE:
One of the following combinations of education and experience is required:
· Bachelor’s Degree in engineering, construction management, facilities management, or a related building maintenance or construction field, plus a minimum of 5 years of progressively responsible, professional engineering or facilities maintenance experience; or
· A minimum of 5 years of progressively responsible experience as a licensed tradesperson (e.g., electrician, plumber, HVAC/refrigeration technician, or similar skilled trade) in a commercial, institutional, or industrial facilities environment, in lieu of a bachelor’s degree.
- Experience supervising or leading the work of others is preferred under either pathway. Equivalent combinations of education, trade licensure, and experience will be considered.
- Possession of a valid driver’s license is required.
OTHER RESPONSIBILITIES
The working environment for this position requires the ability to lift heavy objects up to 50 lbs. occasionally. Should feel comfortable working at heights off ladders, staging, etc. up to 20 feet and have the ability to use a keyboard, kneel, bend, reach, stoop repeatedly and sometimes work in tight spaces.
Ability to maneuver in and around mechanical rooms and on rooftops required.
