Process Technology Development Manager

Job Description:· Lead process engineering activities for feasibility studies, FEED and detailed design phases of new SAF and renewable fuel projects.· Develop high-quality process design packages, including Process Flow Diagrams (PFDs), Piping & Instrumentation Diagrams (P&IDs), heat and material balances, utility summaries, and equipment datasheets.· Define design basis, process integration, process guarantees and project technical requirements.· Support Project Manager to manage project development, engineering, construction and operation for process technology related work· Ensure engineering deliverables meet process objectives.

Responsibilities :Process Design & Project Development

• Lead process engineering activities for feasibility studies, conceptual design, Front-End Engineering Design (FEED), and detailed engineering phases of Sustainable Aviation Fuel (SAF) and renewable fuels projects.
• Establish project process design philosophies, design basis, process guarantees requirement, and technical specifications to ensure alignment with business, operational, and regulatory requirements.
• Develop, review, and approve key process engineering deliverables including Process Flow Diagrams (PFDs), Piping & Instrumentation Diagrams (P&IDs), heat and material balances, utility consumption summaries, equipment datasheets, process descriptions, and control philosophies.
• Lead team to perform process simulations, design calculations, and technical evaluations to validate design assumptions and optimize overall plant performance.
• Integration of multiple sub-processes into an optimized system
• Continuous improvement of process designs to incorporate operational reliability, maintainability, energy efficiency, safety, and sustainability considerations.
• Provide quality input to other disciplines for project economics and cost evaluation

Engineering Management & Technical Coordination

• Support the Project Manager in managing external technical consultants, engineering contractors, technology licensors, and EPC contractors throughout project development and execution phases.
• Act as the primary process engineering focal point between internal stakeholders, external engineering partners, licensors, and equipment suppliers.
• Coordinate multidisciplinary engineering activities to ensure process requirements are effectively integrated into mechanical, piping, instrumentation, electrical, civil, and plant utility designs.
• Review engineering deliverables and provide timely technical direction to ensure compliance with project objectives, technical requirements, budgets, and schedules.
• Participate in technical bid evaluations, vendor assessments, and equipment selection processes.

Technical Governance &Quality Assurance

• Ensure all process engineering deliverables meet project objectives, process performance requirements, safety standards, applicable codes, and company engineering standards.
• Lead technical design reviews, value engineering workshops, constructability assessments, operability reviews, and risk-based design evaluations.
• Identify technical risks and design gaps, develop mitigation measures, and manage process-related change requests throughout project execution.
• Support development and implementation of process design packages, engineering standards, design guidelines, and best practices for project delivery.

ProcessSafety & Risk Management

• Lead and participate in process safety studies including HAZOP, LOPA, process hazard analysis, and Management of Change (MOC) activities.
• Ensure designs comply with environmental, health, safety, and regulatory requirements while promoting inherently safer design principles.
• Support development of operating procedures, commissioning plans, and startup strategies to ensure safe and efficient plant operations.

Commissioning & Startup Support

• Provide on-site process engineering support during construction, pre-commissioning, commissioning, startup, and performance test phases.
• Resolve process-related technical issues during project execution and startup activities.
• Verify achievement of process guarantees, design capacities, and performance targets during plant commissioning and initial operations.
• Capture lessons learned and drive continuous improvement for future project developments.

Qualifications:

• Bachelor's degree in Chemical Engineering, Process Engineering, or related field. Master's degree preferred.
• 10+ years of experience in process engineering, preferably in the chemical or petrochemical industry with a focus on sustainable production practices.
• Minimum 5 years of experience as process expert supporting FEED, EPC, or major capital project development.
• Experienced user of process simulation tools (such as Aspen HYSYS, Aspen Plus, PetroSim etc.), optimisation and statistical analysis tools.
• Experienced working with process licensors and technology providers.
• Experienced with process safety management systems, hazard analysis, and risk assessment methodologies.
• Proven track record of leading projects or process engineering workstreams, including implementation of process improvements and achieving measurable results in a manufacturing environment.
• Excellent communication skills, both verbal and written, with the ability to collaborate effectively with cross-functional teams and stakeholders.
• Familiarity with relevant industry standards, regulations, and best practices related to sustainable production processes and environmental sustainability.
• Ability to work independently, prioritize tasks, and adapt to changing priorities in a fast-paced environment.
• Fluent in Chinese and business level in English.
• Strong stakeholder management and influencing skills.
