- Lead and revitalize the estimating and bid management function.
- Drive growth and profitability through accurate, competitive bids across service lines including modular accommodation camps and villages, commercial and industrial construction, light gauge steel, reinforced concrete construction, steel modular prefabricated structures, remote site infrastructure for mining, oil & gas, government, facilities management, and integrated support services.
- Transform the department with modern estimating tools, digital workflows, and best-practice methodologies suited to local operating conditions.
- Lead preparation of detailed cost estimates for civil, building, modular, and camp projects.
- Develop first-principles estimates covering labour, materials, plant, logistics, and remote site allowances.
- Prepare cost plans, bills of quantities (BOQs), and pricing models aligned with client specifications and commercial strategies.
- Ensure estimates account for local constraints like logistics, workforce, and supply chain.
- Conduct benchmarking and cost analysis for improved accuracy and competitiveness.
- Manage full tender lifecycle from opportunity identification to submission and handover.
- Coordinate inputs from engineering, procurement, construction, HSE, and logistics teams.
- Develop compliant, compelling tender submissions.
- Lead tender clarifications and client engagement during bid phases.
- Ensure alignment with contractual, legal, and risk requirements.
- Identify commercial risks and opportunities in tenders.
- Develop pricing strategies based on margins, risk appetite, and market positioning.
- Include allowances for escalation, logistics, and remote delivery risks.
- Support contract negotiations, variations, extensions of time, and risk allocation.
- Lead, mentor, and develop the estimating and tendering team.
- Establish processes, templates, and governance frameworks.
- Drive cultural shift toward accountability, accuracy, and performance.
- Introduce KPIs for tender success rates, estimate accuracy, turnaround times, and team development.
- Implement modern tools like digital take-offs, cost databases, and BIM integration.
- Develop and maintain a centralized cost database for operations.
- Introduce automation and workflow tools to boost efficiency.
- Drive continuous improvement initiatives.
- Collaborate with internal teams in operations, procurement, finance, and HSE.
- Engage clients, consultants, and partners during bid development.
- Support strategic pursuits and key account management.
- Degree in Construction Management, Quantity Surveying, Engineering, or related field.
- Professional accreditation (e.g., AIQS, RICS) desirable.
- Minimum 10 years in estimating and tendering within construction and/or resource sectors.
- Proven experience in modular construction, accommodation camps, remote/logistically complex projects, mining, oil & gas, or government infrastructure.
- Track record leading and transforming an estimating function.
- Strong understanding of frontier market environments highly desirable.
- Advanced estimating and cost planning expertise.
- Strong commercial acumen and knowledge of contracts (e.g., GMP, EPC, BOOT).
- Experience with estimating software and digital tools.
- High proficiency in Excel and cost modelling.
- Hands-on, proactive, and solutions-driven.
- Dynamic in fast-paced environments.
- Strong leadership and team development skills.
- Detail-oriented with focus on accuracy and outcomes.
- Able to challenge practices and drive improvements.
