The Opportunity:
Washington State University in Pullman, WAis now accepting applications for University Bursar.
The Bursar serves as Washington State University's chief student financial services officer, providing strategic leadership and oversight for student financial operations across all campuses and locations. As Bursar you will be responsible for student billing, tuition and fee assessment, accounts receivable, student loan administration, cashiering, payment processing, collections, refunds, third-party sponsorships, and related student financial services. You will oversee the administration and stewardship of hundreds of millions of dollars in annual student-related revenue and receivables, ensuring strong financial management, regulatory compliance, effective internal controls, and the timely collection of institutional revenue. As Bursar, you play a critical role in supporting student success, financial integrity, operational excellence, and continuous process improvement.
You will also lead a complex, multi-campus operation, providing executive leadership to professional and supervisory staff while establishing strategic priorities, policies, and business practices that ensure consistent service delivery across the University. As the institution's subject matter expert in student financial operations and enterprise student financial systems, you will collaborate extensively with Enrollment Services, Student Financial Services, Housing and Dining, Information Technology Services, Finance and Administration, and academic and administrative units to advance service quality, operational efficiency, compliance, and technology modernization.
Success in the University Bursar role will require a demonstrated record of leading organizational change, process improvement, and technology initiatives that enhance operational effectiveness, strengthen compliance, and improve the student experience.

Monthly Salary:$8,342.00 to $13,317.00Ā |Commensurate with experience and qualifications
In accordance withRCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidateās current experience, education, skills, and abilities related to the position.

Required Qualifications:
Bachelorās degree in Accounting, Finance, Business Administration, Higher Education Administration, Public Administration, or a related field and six (6) years of progressively responsible relevant experience, which has included at least three (3) years of managerial experience. Any combination of relevant education and professional experience may be substituted for the educational requirement on a yearāforāyear basis. A Masterās degree in a related field may be substituted for up to one (1) year of the required experience. Education and experience can be tailored to fit the specific organizational entity/directorial assignment
Seven (7) years of progressively responsible experience in higher education student financial services, bursar operations, student accounts, student receivables, or related financial operations, including responsibility for student billing, collections, cashiering, and student account administration.
Five (5) years of progressively responsible leadership experience managing professional staff, supervisors, budgets, strategic initiatives, and complex operational functions within a college, university, or similarly complex organization.
Experience managing student billing, cashiering, accounts receivable, loan administration, collections, or related financial operations.
Experience with enterprise student information systems and financial management systems.
Demonstrated experience interpreting and implementing federal, state, and institutional regulations and policies.
Preferred Qualifications:
Experience serving as a Bursar, Associate Bursar, Director of Student Financial Services, Director of Student Accounts, or equivalent leadership position within higher education.
Experience in a public, research, land-grant, or multi-campus university environment.
Significant experience with PeopleSoft Campus Solutions Student Financials strongly preferred.
Experience with Workday Student, Banner, Colleague, Ellucian, or similar enterprise student information systems.
Experience overseeing TouchNet, Flywire, Transact, Nelnet, or comparable payment and commerce platforms.
Demonstrated success leading organizational change, business process redesign, continuous improvement initiatives, and technology modernization efforts.
Demonstrated experience leading major system implementations,Ā ERPĀ transitions, or enterprise-wide business process improvements.
Working knowledge of student financial aid processes and Title IV regulations.
