OVERVIEW

Assignment

This full-time contract Electrical Engineering position will provide electrical engineering design for the RAS Engineering (TENR) organization at *** (BPA). This position will provide confidential and professional services for a wide variety and large volume of project designs, drawings, communications, and associated / related documentation. Engineering services will be conducted following established policy, process, and practice, and will be provided to support Control Center (CC) or Substation work for Remedial Action Schemes (RAS) Engineering to which this position will report. This position will provide engineering expertise, assisting project managers and other engineering personnel in implementing projects, supporting field maintenance crews, and other related engineering activities.

In addition, as an electrical engineer, independently performs a wide range of tasks within the subject-matter or functional area assigned. Performs blocks of work which may be complete in themselves or segments of much broader projects. Assignments are composed of several aspects, each requiring independent analysis and solution, which must be integrated for the final solution. Complete projects, when assigned, frequently pertain to conventional or well-established types of equipment or systems on which development has been completed, and which are not undergoing constant modification. Makes engineering determinations and applies judgment in the selection, interpretation, and application of relevant rules, standard procedures, or precedents. Finds and applies the appropriate precedents to the assignments and often makes minor adaptations to tailor guidelines to particular assignments. Uses computer technology in the performance of assigned engineering work. The work performed by this position will be primarily conducted in Vancouver, WA but there may be occasional, but rarely, overnight travel to project field sites throughout the BPA service territory.

Organization

The RAS Engineering (TENR) organization plays a critical role in BPA’s Transmission Remedial Action Scheme projects. The individual in this position will need to be organized, able to work cooperatively and collaboratively with a variety of BPA personnel, stakeholders, engineers, assigned PMs, field crews, Transmission executives and BPA customers and contractors. This position will work within an established process to balance, monitor, track, and complete multiple project engineering projects within deadlines. Work assigned to this position can be relatively routine, requiring a detail-oriented individual with an ability to identify discrepancies and investigate for appropriate correction; however, the work may also be varied, requiring an individual that can be flexible in the face of shifting priorities and tightening deadlines. The work is primarily performed at a sitting/standing desk in an office environment.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Maintain databases related to the production of electrical and electronic drawings and documents.

Prepare detailed WECC, RAS engineering, RAS Logic and configuration files to support projects as assigned.

Prepare detailed design, material, or procurement specifications for equipment.

Prepare engineering designs and develop engineering requirements for the development, installation and modification of BPA facilities based on analysis of engineering and design requirements, project parameters, and technical information from multiple sources.

Draft and prepare RAS standard guides and templates for assigned projects.

May participate in site visits to the field to support RAS project scoping and design, verify equipment configuration at sites, and document as built records during project wrap up, as needed.

Perform review of drafted drawings and other documents for design accuracy and completeness; provide feedback and/or make necessary corrections.

Assist with special projects in area of expertise. Draft and recommend related business rules and workflow processes; assist with documentation and implementation of new or changed business rules, procedures, and processes.

Provide insight and recommendations into the development of new standards as well as updates to existing standards.

Conduct routine review of existing design standards.

As requested, provide on-going engineering assistance to new and/or less experienced team members regarding established organizational procedures and guidelines, industry and/or BPA standards, advanced techniques, etc.

Train new engineers in BPA processes, procedures, practices, and standards; share knowledge of RAS Engineering.

Participate in teams and individually to research and document existing inventory of RAS and related equipment; may include data entry and clean-up efforts and coordination with the local District Resource Specialist.

Provide engineering expertise to support engineering design and field personnel in all aspects of project documentation.

Organize and analyze drawings prior to setting up and discuss project complexity and time estimates with technical and supervisory personnel.

Participate in the development and revision of RAS drawing templates and standards.

Review submissions of As Built drawings and documentation. Assist in mentoring team members in the As Built process.

Review drawing lists and drawing packages before digital signature and distribution.

Update photographic records of all physical equipment as needed.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Bachelor’s Degree in Engineering (from an ABET accredited school) is required.

6 months of Electrical Engineering experience is required.

Candidates 3 months from graduation will be considered. Proof of degree may be requested after graduation. ** (Request attestation from supplier confirming degree was obtained) **

Must have knowledge of engineering concepts, principles, and practices applicable to components and facilities found on a regional transmission system.

Required Technical Skills & Experience (required on matrix)

6 months of experience in performing design or technical review for electrical engineering designs, preferably in the following disciplines: Protective Relay and control, SCADA, Telecom, or substation.

Preferred Skills & Experience (optional on matrix)

Knowledge of substation protection schemes.

Knowledge of Remedial Action Scheme (RAS).

Knowledge of SCADA design or construction

Valid U.S. Driver’s License is required.



First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.



Energized Facility Permit is required within one year of assignment start. Type: Substation Entry Permit (SEP)

Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.



Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

Only Contracting Officers are authorized to obligate BPA funds.

Budget / Finance Prep

Only Federal Employees may determine budget priorities & allocations.

BFTE must control and finalize / approve all budgets and related documentation, including that for projects, programs and Organizations.

All Contractual documents, including invoices must be finalized / approved by appropriate Federal personnel.

All contract-related decisions (modifications, changes, performance) must be determined by appropriate federal personnel (COs).

Decision Making

CFTE may provide input and recommendations to decision-makers.

Only appropriate federal personnel may make decisions which obligate BPA resources or to a specific course of action.

Direction & Control
(directing BFTE)

CFTE are not permitted to direct the actions of federal employees (BFTE) or have any control or input into their performance.

Work of BFTE must be assigned by federal manager, supervisor, Program / Resource manager or another appropriate designee.

Disposing Govt. Property

All decisions regarding the disposal of BPA property must be made by appropriate federal personnel; and all property dispositions must be directed and controlled by the Investment Recovery Center (IRC).

Dissemination of Agency/Policy Information / Training

All training and any information that is to be disseminated must be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.

Inspection / IT Testing

Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).

HR Support

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

All work products must be reviewed and finalized by appropriate federal employees.

Policy Development

BPA’s process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

Interpretation of Policy/Regulations

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to “interpret” regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
