Project Controls Manager

Key Responsibilities

• Establish and maintain the integrated master schedule covering FEED, detailed engineering, procurement, construction, commissioning, operational readiness, feedstock readiness, permitting, advocacy dependencies, and commercial readiness.
• Define and manage project controls standards, coding structures, progress measurement methods, reporting cycles, schedule basis, and change-control integration within the PMO.
• Consolidate schedule inputs from EPCC, owner teams, technology, feedstock, commercial, permitting, and advocacy workstreams into a single integrated control baseline.
• Perform critical-path analysis, milestone forecasting, variance analysis, trend analysis, and recovery-plan review, and present clear conclusions to program leadership.
• Maintain the project risk register and coordinate schedule- and delivery-impact assessment for material risks and mitigation actions.
• Support the Change Control Committee by validating schedule impact, implementation effect, interface consequences, and baseline-update requirements for proposed changes.
• Prepare program dashboards and controls packs for the Integrated Program Management Meeting, committee reviews, and Steering Committee.
• Challenge contractor and workstream reporting where logic, progress, or recovery assumptions are weak or unsupported.
• Coordinate with Project Finance & Cost Control to align schedule, commitments, cash flow, forecast-at-completion, contingency use, and change exposure into one integrated program view.
• Support gate readiness for FID, EPC award, mechanical completion, commissioning, start-up, and handover through controls evidence and readiness tracking.

Qualifications and Experience

• 12-18+ years of experience in project controls, planning, or major-project control management in chemical, petrochemical, refining, renewable-fuels, infrastructure, or industrial CAPEX programs.
• Strong owner-side or EPC/EPCM project controls background, with hands-on experience in integrated scheduling, progress measurement, risk management, and change control.
• Strong command of Primavera P6 or equivalent enterprise scheduling tools, and solid capability in dashboarding and management reporting.
• Able to challenge delivery organizations and contractors with credibility and discipline.
• Strong English and Chinese communication skills, especially in executive reporting and cross-functional coordination.
• Comfortable operating in a fast-changing, high-accountability project environment.

Success Measures

• Integrated baseline schedules and forecasts are current, credible, and decision-useful.
• Critical-path and milestone risks are surfaced early enough for recovery action.
• Change requests include robust schedule-impact assessment before approval.
• Steering and PMO dashboards are trusted by management as the single control view.
• Contractor-reported progress and owner-side control views are reconciled and transparent.
