Subject Matter Expert III will provide expert guidance on the Child Care and Development Block Grant (CCDBG) and the CCDF Final Rule, ECE professional development systems and licensing, ensure subcontractor compliance with service level agreements (SLAs) and timelines, and drive enhancements to our solutions in response to emerging trends and regulatory changes.
Key Responsibilities
- Support multiple clients in developing ECEC data system solutions that align with federal requirements and state-specific needs.
- Monitor subcontractor performance for quality, timeliness, and contractual compliance.
- Recommend and contribute to the prioritization of enhancements to the Ascend Early Childhood Solution, addressing emerging state needs, new initiatives, and changes in federal and state regulations.
- Develop client-and relevant stakeholders-facing materials including training, support documents and communication drafts.
- Support the coordination of call centercommunication and other provider outreach campaigns
- Support reporting and data requests as needed
- Collaborate with TCC Business Analysts and Developers to design system improvements that streamline the user experience, increase efficiency, and ensure accurate, timely data.
- Perform quality assurance on solution developments to confirm functionality and recommend improvements.
- Serve as a subject matter expert, providing consultation and guidance to internal teams and external stakeholders.
- Contribute to the development of public facing materials (e.g. white papers, webinar content, social media posts)
- Represent TCC at conferences and industry events, including planning and delivering at least one presentation annually.
Qualifications
Required Qualifications
- Minimum of 7 years of state-level experience in early childhood education.
- In-depth knowledge of the Child Care and Development Block Grant (CCDBG), Head Start, and PreK programs.
- Strong analytical skills with the ability to assess complex systems and identify areas for improvement.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
- Demonstrated ability to work independently, manage multiple projects simultaneously, and meet deadlines.
- Experience working with ECEC technology platforms.
- Bachelor’s degree in early childhood education, education administration, or a related field required, master’s degree or higher preferred.
