About the Role
OATH is decommissioning its legacy NYCSERV-ADJ system (Java-based) while continuing to maintain and enhance its .NET application stack. The role is split between decommissioning work (40%) — system inventory, dependency mapping, data migration/archival, and retiring infrastructure — and application development (60%) usingASP.NET, Web Forms, Entity Framework, and Web APIs.
What You'll Do
·Perform system inventory, dependency mapping, and impact analysis across integrated systems
·Extract, archive, and/or migrate data per retention policy; validate and reconcile data integrity
·Decommission APIs, batch processes, interfaces, and third-party components in a controlled, coordinated manner
·Design, build, and maintain applications usingASP.NET, Web Forms, Entity Framework, and Web APIs
·Support system integrations, testing, deployment, troubleshooting, and performance tuning
·Produce decommissioning plans, runbooks, validation reports, and technical documentation
Mandatory Skills & Experience
Candidates who do not have the following will not be considered. Minimum 4 years' experience at the Programmer 2 level.
Backend
·C# — strong backend development experience
·ASP.NET MVC — building scalable, maintainable web applications
·.NET Core — robust, high-performance, cross-platform applications
Entity Framework & Data
·EF Core or EF 6 (Code First and/or Database First), LINQ, EF migrations
·SQL Server 2019 — database design, query optimization, stored procedures, performance tuning
Web Services
·RESTful APIs viaASP.NET Core Web API
·SOAP web services, WSDL, XML-based services
Frontend
·HTML5 / CSS3 for responsive design
·JavaScript (ES6+)
·Angular 8 — components, directives, services, routing
Reporting
·SSRS (SQL Server Reporting Services)

·MVC architecture; design patterns (Repository, Factory, Singleton)

Work Arrangement
This is not a remote position. Physical presence at the OATH office (66 John Street, 11th Fl, New York, NY) is required Monday through Friday.
