Position Overview

All Hands Consulting is seeking experiencedFEMA Disaster Recovery Project Managers to join ourRecovery Cadre pipeline.

This position supportslarge-scale disaster recovery efforts by providing strategic advisory services, program management, and recovery coordination for government clients recovering from disaster events.

This posting is for our Recovery Cadre roster and is not an immediate hire. Qualified candidates will be added to our internal pipeline and considered for future recovery engagements aligned with their experience and availability.

Assignments may includeremote support, intermittent client travel, or longer-term disaster recovery deployments.

Key Responsibilities

Disaster Recovery Project Managers support clients navigating complex recovery environments following major disasters. Responsibilities may include:

• Provide strategic advisory support tolocal and state governments managing long-term disaster recovery programs.

• Serve as asubject matter expert on FEMA recovery programs, particularly theFEMA Public Assistance Program – Permanent Work (Categories C–G).

• Assist clients in developing strategies tomaximize available federal recovery funding and align recovery projects with community priorities.

• Oversee development ofFEMA Public Assistance Project Worksheets (PWs) and supporting documentation.

• Lead and managemulti-disciplinary recovery teams, including technical specialists, analysts, and recovery program staff.

• Coordinate recovery activities across sectors such asinfrastructure, housing, economic recovery, social services, and public facilities.

• Support development ofrecovery strategies, funding approaches, and project implementation frameworks.

• Ensure project deliverables arehigh quality, compliant with FEMA policies, and aligned with client objectives.

• Providebriefings and recommendations to senior government leadership and key stakeholders.

• Support recovery program oversight includinggrant compliance, documentation management, and project tracking.

Qualifications

Required

• 4+ years of experience supporting FEMA disaster recovery programs, particularly theFEMA Public Assistance Program.

• Experience supportinglocal or state governments recovering from federally declared disasters.

• Demonstrated experiencemanaging complex projects or multi-disciplinary teams.

• Strong understanding ofFEMA Public Assistance Permanent Work Categories C–G.

• Strongwritten communication skills, including the ability to develop policy or strategy documents.

• Strongverbal communication and presentation skills, particularly with senior government stakeholders.

• Bachelor’s degree in a related field such as:

  • Emergency Management

  • Public Administration

  • Public Policy

  • Urban Planning

  • Business Administration

  • Economics

Preferred

• Experience supportinglarge-scale disaster recovery programs or consulting engagements.

• Familiarity withmultiple federal disaster funding programs.

• Experience coordinating recovery activities across sectors such asinfrastructure, housing, economic development, and community services.

• Experience managinglarge, multi-disciplinary teams with varying experience levels.

• Strong proficiency inMicrosoft Office and project management tools.

Work Environment and Deployment Expectations

Assignments may involve:

• Remote recovery program support

• Travel to client locations

• Extended disaster recovery deployments supporting federal or state recovery operations

Candidates should be comfortable operating infast-paced disaster recovery environments that require coordination across multiple agencies and stakeholders.

Deployment assignments may includetravel reimbursement and per diem depending on the mission.
