SCOPE OF POSITION:
The Director of Projects and Property Services will oversee all company-wide capital and
Master Plan projects for Comanche Nation Entertainment. The Director will be an integral part
of the planning and execution of associated projects including working alongside any delegated
Owners Representatives, Architects, Contractors, and associated groups involved in the
projects. The Director must have a strong working knowledge of all aspects of the construction
process including the administrative components. The Director must be a self-starter,
motivated, and willing to work irregular hours, have a strong working knowledge of the trades,
and be able to lead and delegate accordingly. The successful candidate will work directly with
clients to ensure deliverables fall within the applicable scope and budget. The successful leader
will assist with the managing of the property Facilities departments to ensure leadership is
qualified, departments are properly and adequately staffed, and help establish proper PM
programs and plans to keep all required building equipment in working order and properties
properly maintained. The Director must be a creative and dedicated individual who will fit with
our collaborative culture. The Director must believe in creating innovative solutions to problems.
The Director’s service and work product have a substantial impact on CNE’s operations,
management, and its success.
DUTIES AND RESPONSIBILITIES:
The following are significant duties and are not intended to be all-inclusive or restrictive.
• Work directly with senior CNE leadership to clearly understand all projects, project
scope, involvement of 3rd parties, and create a project plan accordingly.
• Serve as the project liaison between the Owner’s Rep and CEO for any projects
involving an Owner’s Rep or outside consultant.
• Oversee all project phases including pre-construction, project development, bid/award,
and project close-out for all assigned projects.
• Collaborate with CEO, CNE Leadership, or other designees to ensure a clear and
concise understanding of project scope and project goals and objectives.
• Oversee permit submission and design evaluations.
• Monitor, plan, and manage project schedules, budgets & weekly meetings as assigned
by the CEO.
• Collaborate with consultants and construction team to ensure project feasibility when
necessary.
• Prepare regular internal and external reports pertaining to job status and project
updates.
• Negotiate with vendors, suppliers, and subcontractors.
• Resolve complex planning, design and construction project-related issues, disputes and
disagreements.
• Ensure compliance with all local, state, and federal codes and regulations.
• Ensure the ability to secure all necessary permits for all projects where applicable.
• Be present for all inspections and ensure compliance with any corrective actions.
• Have a complete understanding of the building and trades codes.
• Assist with the development of departmental organizational structure and positions for
each property’s facilities department.
• Have a strong administrative background or ability to ensure all administrative tasks are
handled in accordance with standards and expectations of the position.
• A master of safety and safety standards and protocols.
• Must always be seeking ways to provide property safety training for self or direct reports.
• Meet with managers and the executive management team to take detailed ordering
briefs and clarify specific requirements of each project.
• Develop detailed project plans, ensuring resource availability and allocation and
delivering every project on time within budget and scope.
• Coordinate people and processes to ensure that our projects are delivered on time and
produce the desired results.
• Must be able to ask questions where gaps in communication or direction exist.
• Delegate project tasks based on individual strengths, skill sets and experience levels.
• Track project performance, specifically to analyze the successful completion of short and
long-term goals.
• Meet budgetary objectives and make adjustments to project constraints based on
financial analysis.
• Develop comprehensive project plans to be shared with staff members.
• Go-to person for everything involving a project’s organization and timeline.
• Use and continually develop leadership skills.
• Any and all other task or projects as assigned.
SUPERVISORY RESPONSIBILITIES:
• Provides leadership, direction, and oversight to assigned direct reports and property
facilities leadership, as designated by the Chief Executive Officer.
Qualifications
REQUIRED EDUCATION, EXPERIENCE, AND COMPETENCIES:
• Bachelor’s degree and four (4) years supervisory or above experience.
• Experience in the building trades combined with supervisory and project management
experience may substitute for the education requirement.
• Eight (8) years’ experience in project management and/or construction projects.
• Experience with process improvement and inventory control.
• Advanced time management and analytical skills.
• Working knowledge of Microsoft Excel and Project Management software tools.
• Excellent client-facing communication skills.
PREFERRED EDUCATION, EXPERIENCE, AND COMPETENCIES:
• Master’s degree in Construction Management, Project Management, Engineering,
Business Administration, Facilities Management, or a related field.
• Professional certification in project management, construction management, facilities
management, safety, or a related discipline.
PHYSICAL/ENVIRONMENTAL DEMANDS AND WORK ENVIRONMENT:
The Director of Projects and Property Services regularly communicates and exchanges
information with Team Members, leadership, contractors, vendors, and guests; operates a
computer and other standard office equipment; and performs work in office, casino, facilities,
construction, and indoor and outdoor project environments. The Director of Projects and
Property Services may be required to travel to CNE properties based on operational and project
needs and must have reliable transportation. The position may be exposed to varying
temperatures, weather conditions, noise levels, dust, and other conditions associated with
construction, maintenance, and property operations. The workplace may include a smoke-filled
environment, and noise levels may vary from quiet to loud depending on the location and
business or project activity. The Director of Projects and Property Services may be required to
work irregular hours, including evenings, weekends, and holidays, based on project schedules
and operational needs.
