Position Summary
The Director of Quality & Compliance provides strategic oversight of Andwell's quality improvement, compliance, risk management, accreditation, privacy, and regulatory programs. This leader ensures organizational adherence toCMS Conditions of Participation, ACHC Accreditation Standards, HIPAA requirements, State of Maine regulations, and other applicable federal and state healthcare regulations.
The Director drives a culture of continuous quality improvement, patient safety, survey readiness, and regulatory excellence across all service lines while supporting exceptional patient outcomes and operational performance.
Key Responsibilities
Quality & Performance Improvement
- Lead and oversee the organization's Quality Assessment and Performance Improvement (QAPI) program.
- Develop, implement, and monitor organization-wide quality initiatives.
- Analyze performance data, identify trends, and implement improvement strategies.
- Lead corrective action planning and monitoring resulting from audits, investigations, and surveys.
- Oversee patient, family, and customer experience improvement efforts.
Regulatory Compliance & Accreditation
- Ensure compliance with CMS, ACHC, OIG, HIPAA, State of Maine, and other regulatory requirements.
- Maintain continuous accreditation and survey readiness across all service lines.
- Serve as organizational lead during regulatory and accreditation surveys.
- Coordinate plans of correction and monitor ongoing compliance activities.
- Provide compliance reporting and updates to executive leadership, Board Committees, and the Corporate Board.
Risk Management
- Oversee enterprise risk management and incident reporting programs.
- Lead investigations, risk assessments, mitigation planning, and follow-up activities.
- Identify organizational risk trends and develop preventative strategies.
- Ensure compliance-related risks are escalated appropriately.
Privacy Program Leadership
- Serve as the organization's Privacy Officer.
- Oversee HIPAA compliance and privacy program governance.
- Lead privacy risk assessments, breach investigations, and required notifications.
- Develop and maintain privacy policies, procedures, and education programs.
- Partner with Information Technology leadership to align privacy and security initiatives.
Leadership & Organizational Collaboration
- Serve as a member of the Senior Management Team.
- Provide leadership, education, and guidance regarding quality, compliance, privacy, and risk management.
- Collaborate with clinical and operational leaders to achieve organizational goals.
- Participate in key committees, including Compliance, HIPAA, Risk Management, Emergency Preparedness, and Professional Advisory Committees.
- Promote a culture of accountability, integrity, safety, and continuous improvement.
Required Qualifications
Education
- Bachelor's degree in Healthcare Administration, Nursing, Public Health, Physical Therapy, or a related healthcare field required.
- Master's degree in Healthcare Administration, Nursing, Business Administration, Physical Therapy, or a related discipline preferred.
Certifications
Strongly preferred certifications include:
- Certified Professional in Healthcare Quality (CPHQ)
- Certified in Healthcare Compliance (CHC)
- Other related quality, compliance, or risk management credentials
Experience
- Minimum 3-5 years of progressive healthcare quality, compliance, risk management, or regulatory experience required.
- At least 3 years of leadership or management experience required.
- Direct experience with CMS, ACHC, and State regulatory survey processes required.
- Experience in home health, hospice, palliative care, behavioral health, or other post-acute care settings strongly preferred.
- Demonstrated success leading quality improvement initiatives, audits, survey readiness programs, corrective action plans, and risk mitigation efforts.
Knowledge, Skills & Abilities
The successful candidate will demonstrate:
- Extensive knowledge of healthcare quality and performance improvement methodologies, including QAPI
- Strong understanding of CMS Conditions of Participation, ACHC standards, HIPAA regulations, and healthcare compliance requirements
- Knowledge of hospice, home health, palliative care, behavioral health, and post-acute healthcare operations
- Ability to interpret and apply complex federal and state healthcare regulations
- Exceptional leadership, coaching, and team development skills
- Strong analytical and problem-solving capabilities
- Experience with audit management and regulatory compliance monitoring
- Excellent written, presentation, and communication skills
- Strong project management and organizational abilities
- High level of integrity, professionalism, and attention to detail
- Proficiency with electronic health record (EHR) systems and Microsoft Office applications
