OVERVIEW

Assignment

This contract Data Modeler assignment will provide support to the Energy Management Systems (EMS) organization (JDE) at *** (BPA) in maintaining accurate and up-to-date EMS databases and displays. Energy Management Systems (EMS) are used by Dispatchers to monitor, control, and optimize the power grid.
This position will support the operations and maintenance of EMS Habitat systems hosted on the core Control Center Network (CCN) and the CCN DMZ. This position will perform EMS Habitat system data modeling, display modeling, database updates, providing customer coordination, facilitating custom software scripts, and maintaining quality documentation.

Organization

Operational Technology Services (J-OT) provides technology management oversight and leadership to enable Transmission Services to carry out BPA’s mission and achieve strategic business objectives. Application Services (JD) is responsible for the planning, analysis, design, engineering, delivery, and maintenance support of systems used to provide safe and reliable real- time control, dispatch, analysis, management, and protection of the management system. JDE provides life-cycle support for Energy Management Systems (EMS) used in support of BPA’s control centers. Organizational responsibility also includes verification of applicable cyber security functions (per North American Electric Reliability Corporation (NERC), Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST), and BPA standards); and, supplemental project support

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Implement changes according to defined timelines in the modeling of Remote Terminal Unit (RTU) data in the SCADAMOM database

Implement changes according to defined timelines in the modeling of substation interconnections in the NETMOM database

Implement changes according to defined timelines in the modeling of Inter-Control Center Communications Protocol (ICCP) data in the OAGMOM database

Validate models, including interdependencies between the Supervisory Control and Data Acquisition (SCADA) and Network models critical to the safety and reliability of the power grid.

Develop and maintain user-interface displays in accordance with dispatcher specifications, including one-line diagrams, Intertie Protection Scheme (IPS) and Remedial Action Scheme (RAS) displays and tabular displays. This requires a working knowledge of e-terraHabitat display builders.

Provide support for the bi-weekly deployment of updated EMS databases and displays to the operational systems, coordinating closely with BPA Dispatchers at both Dittmer Control Center (DCC) and Munro Control Center (MCC) and assist with unscheduled/emergency deployments

Develop and maintain documentation related to all EMS database and display maintenance and troubleshooting.

Collaborate with EMS teams, Dittmer and Munro Dispatch, T&E, the field and other stakeholders to develop modeling and user display standards to promote reliability and consistency.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Associate’s or Bachelor’s Degree in Computer/Information Technology or a closely-related technical discipline is preferred:

1 year of experience is required with an applicable Bachelor’s Degree.

3 years of experience is required with an applicable Associate’s Degree.

5 years of experience is required without a degree or applicable degree.

Experience should include working with logical data models, not just physical/DBA experience

Required Technical Skills & Experience (required on matrix)

At least 1 year of β€œUser Interface/User Experience” (UI/UX) design experience and at least 1 year of hands-on experience modeling and supporting real-time critical data; or

At least 1 year of experience providing support to an electric utility control center and at least 1 year of experience working with Industrial Control Systems (e.g., SCADA)

Preferred Skills & Experience (optional on matrix)

1 year of hands-on experience working with hierarchical databases in Client-Alstom products to model power grid information for use in a control center environment.

Experience conducting data modeling sessions with business users and technical staff, which includes conveying complex ideas both verbally and in written form.

Knowledge of and understanding of database management system administration with regard to performance, configuration and denormalization.

Experience leading efforts to verify system test data is loaded accurately and in timely manner.

Knowledge of Client-Alstom e-terraHabitat databases and displays.

Knowledge of NERC-CIP and FISMA requirements.

Experience with Microsoft Visual Studio.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to β€œinterpret” regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

Purpose:

The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.
