The Board has completed the colocation facility selection process and requires expert contractor support to plan and design its new colocation data center.

Primary Data Center Assessment
The Contractor shall provide an assessment of the Board's (current) primary data center including a physical facility assessment (space, power, cooling, security), server storage and hardware inventory (age, condition warranties) and operational support practices.

Colocation Data Center Design Assessment
The Contractor shall deliver an assessment of the Board's colocation data center design, evaluating its alignment with future operational and business objectives and the Contractor's recommended migration strategy.

Migration Design Strategy
The Contractor shall develop multiple high-level migration design strategies, conduct a comprehensive evaluation of each alternative based on cost considerations and industry best practice, and furnish a recommendation identifying the optimal approach for the Board's migration to the colocation facility.

Migration Financial Analysis
The Contractor shall prepare a detailed financial analysis incorporating Capital Expenditure (CapEx) and Operational Expenditure (OpEx) that supports their recommended data center migration strategy.

SPECIFIC TASKS
To meet the objectives of the Contract as described in C.2 (Scope of Work) above, the Contractor shall perform the following tasks:

C.3.1 Primary Data Center Assessment
The Contractor shall:
  • Conduct a comprehensive assessment of the Board's primary data center including, but not limited to:
  1. Physical and virtual server inventory
  2. Network architecture and connectivity
  3. Storage systems and capacity
  4. Data Center Space usage and rack design
  • Document on current performance baselines
  • Identify critical applications and business-critical systems
  • Review existing documentation and diagrams

C.3.2 Colocation Data Center Design Assessment – The Contractor shall review the Board's colocation design and deliver recommendations that reflect industry best practice in preparation for migration. The assessment should include an evaluation of the Board's existing colocation design which should include, but are not limited to:
C.3.2.1 Physical Space and Layout
  • Review Board's Cage Design
  • Review physical layout and rack positioning
  • Review of space, power, cooling design
  • Review physical expansion capabilities and options
  • Review customization capabilities
  • Evaluate workspace provisions for maintenance and operational activities by assessing flex space configuration options
  • Validation of colocation facility capacity to support current workloads
  • Assessment of growth capacity for future expansion (5–10-year projection)
C.3.2.2 Network
  • Review network entry points and diversity
  • Review Cross-connects availability and pricing
  • Review network bandwidth options and scalability
  • Review cross-connect options and latency requirements
C.3.2.3 Monitoring and Management
  • Assess Environmental monitoring (temperature, humidity, etc)
  • Assess Power monitoring and reporting
  • Assess alerting and notification systems
  • Assess historical reporting capabilities and features on real-time dashboards
C.3.2.4 Operations and Support
  • Assess smart hands service (availability, response time, pricing)
  • Review on-site support hours and response times (24/7/365)
  • Assess ticketing system and escalation procedures
  • Assess equipment receiving and installation services
  • Evaluate asset management and inventory tracking
  • Review shipping and logistics support

C.3.3 Migration Design Strategy - The Contractor shall develop (3) distinct migration strategies, which may include:
  • Phased migration approach
  • Hybrid migration approach
  • Application-centric migration approach
  • Infrastructure-tier migration approach
C.3.3.1 Strategy Evaluation Criteria - The Contractor will then recommend an optimal approach for migration by evaluating each strategy based on the following criteria:
  • Total cost (Capex and OpEx)
  • Migration timeline and duration
  • Business risk and operational impact
  • Technical complexity and resource requirements
  • Flexibility and rollback capabilities

C.3.4 Migration Financial Analysis –The Contractor shall prepare a financial analysis for the Contractor's optimal migration strategy to the Board's colocation facility, which shall include, but not be limited to:
C.3.4.1 Capital Expenditures (CapEx) :
  • New hardware and equipment costs
  • Software licensing and upgrades
  • Colocation facility build-out costs
  • Network connectivity installation
  • Professional Services and consulting fees
  • Equipment, transportation and shipping
C.3.4.2 Operational Expenditures (OpEx) :
  • Colocation facility recurring costs (space, power, cooling)
  • Network connectivity costs
  • Cross-connect and bandwidth charges
  • Remote hands and support services
  • Ongoing maintenance and support contracts
  • Travel and logistics support expenses

DELIVERABLES
The Contractor shall submit written deliverables, which may include draft and final reports in both electronic and print format.
Deliverables, unless otherwise indicated or agreed to by the Board, shall be provided electronically via email in Microsoft (MS) Office Product Format or as agreed to by the Board. As a rule; text should be submitted in MS Word, calculations and numerical tables in MS Excel, databases and indexes in MS Access, schedules in MS Project, and presentations and briefings in MS PowerPoint.
The Contractor shall submit draft and final reports to the Contracting Officer's Representative (COR), in both electronic and print format, to include the following:
D.1.1 Primary Data Center Assessment
The Contractor shall prepare an assessment of the Board's primary data center. The primary data center assessment shall include topics in Paragraph C.3.1. The primary data center assessment is due to the COR no later than 15 days after the start date (i.e., the first day the Contractor is on premises at the Board's primary data center). The Board will endeavor to review and provide comments on the initial primary data center assessment to the Contractor within 5 days of receipt. The Contractor's revisions shall incorporate Board comments and are due to the Board no later than 25 days after Board comments are received. Revisions require Board approval. The Board will evaluate the revision and, if found acceptable, issue a modification letter funding the work. If the Board does not find the revision to be acceptable, it will provide feedback to the Contractor on what the deficiencies in the revision are. The Contractor shall then re-submit its proposed revision for evaluation, having addressed the deficiencies. The Board reserves the right to approve the re-submission or return it to the Contractor if the deficiencies are not adequately addressed.
D.1.2 Colocation Data Center Design Assessment
The Contractor shall prepare an assessment of the Board's colocation data center design. The assessment shall include topics in Paragraph C.3.2. The design is due to the COR no later than 30 days after start date. The Board will endeavor to review and provide comments to the Contractor on the initial colocation data center design assessment and provide comments to the Contractor within 5 days of receipt. The Contractor's revisions shall incorporate Board comments no later than 35 days after Board comments are received. Revisions require Board approval. The Board will evaluate the revision and, if found acceptable, issue a modification letter funding the work. If the Board does not find the revision to be acceptable, it will provide feedback to the Contractor on what the deficiencies in the revision are. The Contractor shall then re-submit its proposed revision for evaluation, having addressed the deficiencies. The Board reserves the right to approve the re-submission or return it to the Contractor if the deficiencies are not adequately addressed.
D.1.3 Migration Design Strategy
The Contractor shall prepare a recommended migration design strategy. The strategy shall include topics in Paragraph C.3.3. The design is due to the COR no later than 45 days after start date. The Board will endeavor to review and provide comments the initial migration design strategy to the Contractor within 5 days of receipt. The Contractor's revisions shall incorporate Board comments no later than 60 days after Board comments are received. Revisions require Board approval. The Board will evaluate the revision and, if found acceptable, issue a modification letter funding the work. If the Board does not find the revision to be acceptable, it will provide feedback to the Contractor on what the deficiencies in the revision are. The Contractor shall then re-submit its proposed revision for evaluation, having addressed the deficiencies. The Board reserves the right to approve the re-submission or return it to the Contractor if the deficiencies are not adequately addressed.
D.1.4 Financial Migration Analysis
The Contractor shall prepare a recommended financial migration analysis. The analysis shall include topics in Paragraph C.3.4. The design is due to the COR no later than 45 days after start date. The Board will endeavor to review and provide comments on the initial financial migration analysis to the Contractor within 5 days of receipt. The Contractor's revisions shall incorporate Board comments no later than 60 days after Board comments are received. Revisions require Board approval. The Board will evaluate the revision and, if found acceptable, issue a modification letter funding the work. If the Board does not find the revision to be acceptable, it will provide feedback to the Contractor on what the deficiencies in the revision are. The Contractor shall then re-submit its proposed revision for evaluation, having addressed the deficiencies. The Board reserves the right to approve the re-submission or return it to the Contractor if the deficiencies are not adequately addressed.
